- Description
- NASA/SSC plans to issue a Request for Proposal (RFP) for Hardware Assurance Testing -- NASA/SSC plans to issue a noncompetitive Request for Proposal RFP) to The Boeing Company, Rocketdyne Propulsion & Power for continued Space Shuttle Main Engine (SSME) and Space Shuttle Program engine testing and support. The anticipated period of performance for this activity is will begin in January 2001 and continue for up to 10 years. This effort is for all necessary management, labor, tools, and materiel (except as provided by the Government) required to conduct development and certification tests, green run/acceptance tests of hardware and components, refurbished and rebuilt engines, anomaly resolution tests, Building-3202 engine assembly operations, and other similar activities in support of the Space Flight Operations and Development Program(s). In addition, testing may include other engines and components currently under development and future engines in which similar testing is required. No other supplies or services will satisfy, or are qualified for, agency requirements. The RFP will be released on or about January 15, 2001. A firm date for receipt of proposals will be stated in the RFP. NASA/SSC intends to acquire these services noncompetitively from The Boeing Company, Rocket Propulsion & Power pursuant to FAR 6.302-1(a)(2)(iii). Award to any other prime contractor would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later 45 days after the date this synopsis is posted. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
