Description

NASA's Goddard Space Flight Center plans to issue a draft Request for Proposal (RFP), RFP5-51604-114, on a 100% small business set aside for continued Comprehensive Technical Support Services to be performed at the Greenbelt, Maryland and Wallops Island, VA locations. The release date of the draft RFP5-51604-114 is anticipated on or about October 25, 2000. The solicitation RFP5-51604-114 is anticipated to be released on December 10, 2000 with an anticipated proposal due date of January 19, 2001. A combination firm-fixed-price/indefinite delivery-indefinite quantity (FP/IDIQ) Award Fee (AF), performance based contract is contemplated and will include a two week phase-in, a two-year basic, and three 1-year option periods. The areas of responsibility include, but are not limited to 1) COLLECTION BUILDING -- Search, Verification, Acquisitions, Metadata Creation, Bibliographic Control, Materials Processing; 2) ACCESS SERVICES -- Collection Maintenance/Availability, Inventory Control, Current Awareness/Selective Dissemination, Circulation, Access to Journal Literature, Interlibrary Loan/Borrowing, Maintenance of Library Machines; 3) INFORMATION NAVIGATION/LITERACY -- Training/Assistance in Use of Library/Information Resources, Promotion of Information Literacy, Identification/Verification of Citations, Demonstrations, Bibliographies, Referrals, Outreach; 4) ELECTRONIC LIBRARY SYSTEM SUPPORT -- Identification, Analysis, Preparation, Coordination, Implementation, Administration, Interfacing, and Documentation of Electronic Capabilities; 5) REPORTS -- Administrative, Technical, Statistical, Analytical, Special Reports and Procedures Manuals; 6) Maintenance of Electronic Library System Infrastructure and Implementation of Enhancements. The provisions and clauses in the RFP will be are those in effect through FAC 97-18. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 8231 and $5M, respectively. The DPAS rating for this procurement is DO-C9. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
