- DESC: The United States Environmental Protection Agency's Office of Acquisition Management (OAM) will issue a solicitation for full and open competition supporting the Office of Solid Waste, Hazardous Waste Management and Minimization Division. This procurement focuses on the portion of Subtitle C of RCRA regarding the thermal treatment of hazardous waste, including combustion in incinerators, boilers, industrial furnaces and other treatment devices. For the purposes of this statement of work, the term "hazardous waste" shall include wastes meeting the current criteria for characteristics and listings, as well as new characteristic criteria and listings under Agency evaluation, and used oil. Efforts under this procurement will develop, amend, and otherwise continue to support programs and regulations that have been established by the Agency in these subject areas, as mandated by Congress. The Agency has promulgated regulations for thermal treatment of hazardous waste in incinerators, boilers, industrial furnaces, and other treatment devices using the MACT provisions of the CAA. The Agency is continuing its activities to control the risks from thermal treatment of hazardous waste by developing MACT standards for boilers and other industrial furnaces burning hazardous waste, and by revising current RCRA standards for other thermal treatment devices as warranted. To meet this objective, EPA will require assistance in: (1) collect data and information on thermal treatment devices and on waste treatment processes; (2) identify the key design, operation and maintenance features of the device; (3) evaluate monitoring alternatives to implement and ensure compliance with standards; (4) analyze data and information to determine the cost of complying with regulatory options or requirements, and human health and environmental benefits that accure; (5) develop background documents and technical materials to support rulemaking activities; (6) provide technical support regarding public comments and support documents for the administrative record; (7) provide technical support regarding litigation; and (8) provide assistance for program implementation. It is the Government's intent to award one cost-plus-fixed fee, level of effort contract. The contract period of performance shall be for a one-year base period with four one-year options. The contract will have an estimated level-of-effort (LOE) are as follows: the base period, base quantity of 3,600 hours; base period, option quantity of 5,400 hours; Each option period, base quantity 3,800 hours; and option period, option quantity estimated 5,700. The anticipated release date for the Request for Proposal (RFP) PR-HQ-00-10529 is September 25, 2000.
