- Description
- This project consists of the Conduct of Research in the National Capital Region for Records of Ordnance and Explosives, Chemical Warfare Material, or Hazardous, Toxic or Radiological constituents on Former and Current Military sites. The U.S. Army Corps of Engineers is currently involved in the Defense Environmental Restoration Program (DERP), performing investigations for Formerly Used Defense Sites (FUDS) for potential Ordnance and Explosives Waste (OEW), as authorized by the Comprehensive Environmental Restoration, Compensation and Liability Act (CERCLA). In support of this program, the need exists for persons to perform historical research at designated archival repositories within the National Capital Region. Research is to be performed for specifically named FUDS, and includes the reproduction and forwarding of pertinent historical records, maps/drawings, photographs, etc., that are located during this search. Records that are retrived will be used to determine the extent of site usage related to ordnance activities, that could indicte potential, current-day OEW contamination. There are 100 sites to be researched under this contract for the Base period, 75 sites the 1st option period, 50 sites the 2nd option period, 35 sites the 3rd option period and 25 sites the fourth option period. Contract period will be 365 days from date of award plus four option periods. Contract will consist of individual work orders not to exceed 40 sites for the base period, 35 sites for option period 1, 30 sites for option period 2, 20 sites for option period 3, and 10 sites for option period 4. Contractor is guaranteed no less than $4,000.00 for the first year, 1,500.00 for option period 1, 1,000.00 for option period 2, 1,000.00 for option period 3, 700.00 for option period 4, and 500.00 for option period 5 if extended. The selection criteria in descending order of importance are: A) Sample task plan; B) Professional Qualifications of Staff; C) Company or Institutional Capabilities; D) Cost, Although technical proficiency will be the controlling factor in the selection of a contractor, as the evaluated merits of competing technical proposals become more equal, total price may become the deciding factor for selection.
