- Description
- This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. No RFQ will be prepared pr made available for distribution. The government intends to award, on a Sole Source basis, an order to UCSD -- Department of Pathology for the following tasking: SCOPE: The scope of this contract is to serve as scientific and medical care knowledge resource and to provide professional presence and clinical expertise in marine mammal veterinary care for U. S. Navy marine mammals. APPLICABLE DOCUMENTS: Documents listed below shall form a part of this SOW to the extend specified herein: APHIS USDA, APHIS, 9CFR Ch. 1, Subchapter A -- Animal Welfare, Part 3 -- Standards, Subpart E, Specifically, Animal Health and Husbandry Standards Para. 3.105 through 3.111; a)SSC San Diego Animal Care Standard Operating Procedures; b)American Association for Accreditation of Laboratory Animal Care; c) SECNAVINST 3900.41D TECHNICAL TASKS: Marine Mammal Care Procedures. The Contractor shall be a senior scientist licensed to practice veterinary medicine in the state of California, and will provide a review of all standard operating procedures, revise, and recommend any changes to head Biosciences Division, D35. Preventive Medicine. The Contractor shall be available to review periodic comprehensive physical examinations of all marine mammals at established intervals in accordance with approved D35 SOPs. Physical examinations include, but are not limited to: physiology, anatomy, microbiology, parasitology, hematology, measurements and interpretation and recording of results and recommendations in permanent animal medical records. Marine Mammal Nutrition. The Contractor shall provide expertise in ascertaining nutritional adequacy of fish, vitamins and supplements and in evaluating the food preparation facilities in accordance with applicable reference stated in section 3.0 and in approved D35 SOPs. Transport Support. Contractor shall evaluate potential deployment sites based on inspection reports and knowledge of world wide marine mammal distribution, climate, and disease issues. Contractor will review pre-transport health assessments, veterinary support during transport and post-transport monitoring in accordance with applicable reference stated in section 3.0 and D35 SOPs. Emergency/Non-routine Veterinary Care. On-Call Availability. The contractor shall carry a cellular telephone for emergency recall after hours and be readily available for on-site consultations and medical care for illness, injury or disease during non-working hours in accordance with schedules approved by D35 or in his absence D352. Necropsy. The contractor shall perform and be available to act as a knowledge resource on, all necropsies in accordance with established protocols. Other Support. Research Support. The contractor shall provide scientific, clinical, and technical support to on-going SSC SD bioacoustic research and veterinary clinical enhancements such as: studies of acoustic safety, hearing, physiology, contaminant monitoring, infectious disease research, and reproductive management. Marine Mammal Care-Training. Attend meetings as required by D35 and serve as a knowledge resource for scientists, veterinarians, trainers, branch heads and Division Head. Travel overseas may be required. Miscellaneous Support. The contractor shall provide expertise and support for issues such as: effects of acoustics on Marine Mammal Systems operation, liaison with regulatory officials, representation at conferences, meetings, and scientific presentations upon request of the Biosciences Division D35. Medical Records. Contractor shall review medical records, and will serve as a knowledge resource for veterinarians and scientists concerning individual animal records including sound spectrograms, magnetic records, video tapes, and transcribed summaries of written journal entries. OTHER CONSIDERATIONS: Security. All work under this SOW is unclassified. Equipment and Material Requirements. All material and equipment necessary to accomplish technical tasks will be furnished by U.S. Government. Contracting Officers Representative (COR): The COR for this effort is Jo Ann Flavin, Code 51, B112/Rm 112, (619) 553-5388, Fax (619) 553-5691. Technical Coordinator: The Technical Coordinator for this effort is J. E. Haun, Head D35 (619 553 5253). Place of Performance: The Contractor shall be prepared to perform the technical tasks of paragraph 4.0 anywhere in the United States and on any USN military deployment or scientific conference (including foreign countries). Period of Performance. Upon award to 31 Dec 00. Labor Category & Qualifications Senior Clinical Scientist Education: (Mandatory) Graduate with a degree of Doctor of Veterinary Medicine (DVM) from a college accredited by the American Veterinary Medical Association. Must be licensed to practice veterinary medicine in California. To fulfil the scientific research review tasks the contractor should also have a PhD. -and- Experience: (Mandatory) A. Twenty years (20) experience in marine mammal veterinary medicine and familiarity with Navy Marine Mammal Systems and medical care issues relating to transport, open water work, and physiological adaptation to diving and to different temperature regimes. To fulfil the knowledge resource and review functions of 4.0, be internationally recognized in marine mammal science as evidenced by scientific publications. B. Experience must include assessment and analysis of marine mammals diets and supplementation as well as sanitation practice for fish and squid procurement, storage and handling. C. Knowledge of animal bioacoustics and especially of the potential effects of underwater sound on marine mammals. Knowledge of proper behaviors needed for training of marine mammals for routine physical examinations and fluid sampling, knowledge of the proper techniques for routine and emergency ground and air transportation. D. Familiar with Microsoft Word, Power Point, email, and Meeting Maker or other interactive scheduling program.
