- Description
- Presolicitation Synopsis N62467-00-R-6665, Hazardous Waste Profiles for Defense Activities Within Field Office New Orleans Area of Geographic Responsibility. The work includes hazardous waste sampling, testing, collection, and disposal services. The Contractor shall meet all applicable federal, state, and local statutes and regulations for the collection and transportation of hazardous wastes and the preparation of all required environmental documentation, manifests, operating logs, records, and reports. The Contractor shall possess EPA or state identification numbers and all permits necessary for off-site transportation and disposal. This requirement does not include municipal type trash and refuse, radioactive waste, infectious waste, or ordnance. The SIC Code is 8734; the size standard is $5,000,000.00. This procurement is 100% set-aside for small business concerns. The contract will be an indefinite quantity type contract with a minimum guarantee to be determined at a later date. The contract term will be 12 months with options to extend the performance period not to exceed a total of 60 months. The method of procurement is competitive source selection requiring both a price and technical proposal. The Government intends to utilize the trade off process permitting award to the offeror proposing the best value to the Government, price and other factors considered. IN ACCORDANCE WITH FAR 52.215-1, INSTRUCTIONS TO OFFERORS -- COMPETITIVE ACQUISITION, THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD A CONTRACT WITHOUT DISCUSSIONS; THEREFORE, THE OFFEROR'S INITIAL PROPOSAL SHOULD CONTAIN THE BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. PROPOSERS SHOULD NOT ASSUME THAT THEY WILL BE CONTACTED OR AFFORDED AN OPPORTUNITY TO QUALIFY, DISCUSS, OR REVISE THEIR PROPOSALS. The solicitation will be issued via the Internet. Prospective offerors must register at http://www.esol.navfac.navy.mil. The plan holders list will be maintained and available for printing from the website. Amendments will be posted on the website for downloading and this will be the only method of distribution. It is the offeror's responsibility to check the website periodically for any amendments issued to the solicitation. The anticipated release date for the RFP is 10 October 2000. The preproposal conference will be schedule upon release of the RFP. Proposals will be due on or about 14 November 2000; the exact date will be stipulated in the RFP.
