Description
SOLICITATION NOTICE N62467-99-R-6668, REPLACE HOT/COLD WATER PIPES IN BUILDING 601 AT THE NAVAL SUPPORT ACTIVITY, NEW ORLEANS, LA. The work includes the installation of new copper piping, valves, fittings, nuts, bolts, gaskets, hangers, pipe insulation, demolition and recycling of piping with lead-based paint, hydrostatic testing, and incidental related work. The solicitation may also include an option for award of a similar requirement to Replace Hot/Cold Water Pipes in Building 603. The method of procurement will be competitive source selection requiring both technical and price proposals. The technical factors may include, but not be limited to, past performance, methods and procedures, and construction schedule. The Government intends to utilize the trade off process permitting award to the offeror offering the best value to the Government, price and other factors considered. IN ACCORDANCE WITH FAR 52.215-1, INSTRUCTIONS TO OFFERORS -- COMPETITIVE ACQUISITION, THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD A CONTRACT WITHOUT DISCUSSIONS; THEREFORE, THE OFFEROR'S INITIAL PROPOSAL SHOULD CONTAIN THE OFFEROR'S BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. This procurement is issued on an unrestricted basis. The SIC Code is 1711; the size standard is $11,500,000.00. The estimated cost range is between $100,000.00 and $250,000.00. The Government intends to issue the solicitation through the use of the Internet. The entire solicitation will be posted on the Internet for viewing and downloading; although the download time may be excessive. Prospective offerors must register themselves on the Internet at http://www.esol.navfac.navy.mil. The official plan holders list will be maintained and can be printed from the website. Amendments will be posted on the website for downloading. This will be the only method of distributing amendments; therefore, it is the offeror's responsibility to check the website periodically for any amendments to this solicitation. The anticipated issue date for the solicitation is 6 October 2000. The site visit/preproposal conference will be scheduled upon release of the solicitation documents. Proposals will be due on or about 8 November 2000; the exact date will be stipulated in the RFP. Inquiries may be submitted electronically 15 days before proposals are due to Mr. Joe W.
