Description
Presolicitation Notice N62467-99-R-6685, REPLACE AC SYSTEM IN BUILDING 59 AT THE NAVAL SUPPORT ACTIVITY, NEW ORLEANS, LA. The work includes demolition and removal of existing air cooled water chiller, chilled water pump, air handling units, exhaust fans, and associated supply, return, and exhaust ductwork for first and second floor offices and classrooms and the installation of a new 60 ton nominal capacity air cooled water chiller, circulation pumps, new hot water recirculation pump, two new air handling units, DDC controls, TABS, and incidental related work. The estimated cost range is between $250,000.00 and $500,000.00. The time for completion is 210 calendar days. This procurement is issued on an unrestricted basis. The SIC Code is 1711; the size standard is $11,500,000.00. The method of procurement will be competitive source selection requiring both price and technical proposals. The Government intends to utilize the trade off process permitting award to the offeror proposing the best value to the Government, price and other factors considered. IN ACCORDANCE WITH FAR 52.215-1, INSTRUCTIONS TO OFFERORS -- COMPETITIVE ACQUISITION, THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD A CONTRACT WITHOUT DISCUSSIONS; THEREFORE, THE OFFEROR'S INITIAL PROPOSAL SHOULD CONTAIN THE BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. PROPOSERS SHOULD NOT ASSUME THAT THEY WILL BE CONTACTED OR AFFORDED AN OPPORTUNITY TO QUALIFY, DISCUSS, OR REVISE THEIR PROPOSALS. This solicitation will be issued via the Internet. Prospective offerors must register themselves on the Internet at http://www.esol.navfac.navy.mil. The plan holders list will be maintained and can be printed from the website. Amendments will be posted on the website for downloading and will be the only method of distribution. It is the offeror's responsibility to check the website periodically for any amendments issued to the solicitation. The anticipated issue date for the solicitation is 6 October 2000. The site visit/preproposal conference will be scheduled upon release of the solicitation documents. Proposals will be due on or about 8 November 2000; the exact date will be stipulated in the RFP.
