- NOTICE OF CONTRACT ANNOUNCEMENT. This announcement serves as notice to all potential offerors that the Tactical Air Control Party (TACP) Modernization Program Office, Global Grid Product Area Directorate, Electronic Systems Center, Hanscom AFB, Massachusetts anticipates release of Request for Proposal (RFP) F19628-00-R-0035 for the acquisition of Manpack Radios (MPR) on or about 09/29/00. This action was previously announced in a Sources Sought synopsis published in the CBD on 05/19/00. The MPR shall meet the requirements outlined in Operational Requirements Document (ORD), AC2ISRC (CAF) 307-97-I/ll/lll, for Tactical Air Control Party Modernization, dated 9 Dec 99 and as specified in the MPR Technical Requirements Document (TRD). The plan is to purchase, in fiscal years (FYs) 2001, 2002 and 2003, a minimum of 501 MPRs and ancillary equipment such as but not limited to antenna, cabling and battery packs. Estimated quantities by fiscal year are FY01-336, FY02-125 and FY03-40. The Government may purchase up to 600 over a period of three years. The Government also plans to procure initial spares beginning in FY03. The contract will include provisions for logistics support, initial training, warranties, and Computer Based Training (CBT). There will be a requirement for data deliveries consisting primarily of training materials and commercial manuals. The solicitation will be made available on the Internet at the Hanscom Electronic Request for Proposal Bulletin Board (HERBB) Website: http://www.herbb.hanscom.af.mil/rfp.asp and by selecting the link "Tactical Air Control Party (TACP) Modernization". Offerors will be provided 30 days to respond to the solicitation. The Request For Proposal is to be released on or about 29 September 2000 via electronic method. Telephone requests for the solicitation will not be accepted. This acquisition will follow the competitive procedures of FAR Part 15 and associated supplements and utilize full and open procedure competition. RFP documents are posted on the above mentioned HERBB Website. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director, program manager, or contracting officer but to communicate the offeror's concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concerns. The Ombudsman does not participate in the evaluation of proposals or in the selection process. The Ombudsman is Colonel Joseph P. Magnone, Director, Commander's Staff, ESC/CO (781) 377-5106. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the program manager and/or contracting officer and could not be satisfactorily resolved at that level. See numbered Note 26. Furthermore, offerors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. The Government will request that offeror's proposals remain effective for 120 days following receipt by the Government.
