- Description
- Contractor shall provide to the Department of Veterans Affairs, Carl T. Hayden VA Medical Center, Phoenix, AZ, which is seeking request for quotes to provide a Microbiology testing system with included software package and training on system. The system will be used by the Pathology and Laboratory Medicine Department. This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested; and written solicitation will not be issued. This Solicitation No. 644-48-00 is issued as a Request for Quotations. Required system shall be brand name or equal to the bioMerieux Vitek 2 System/Bioliason with Datatrac, Advanced Expert System, and Bi-Directional Interface, Model No.Vitek 2, Catalogue No. 27000. General Instrument Characteristics: The system must have capacity for 60 test kits and must be modular so that it can be upgraded to a system capacity of 120 or 240 test kits; this capacity upgrade must not require additional computer hardware. The system must provide fully automated incubation and reading of test kits. In addition, the inoculation of the test kits must utilize an automated vacuum filler station. The system must have the option of reading a bar code label off the test card and/or the organism plate. The system must have a stand-alone inoculation device with a microchip to record the information on the inoculums to transfer to the computer of the automated microbiology system. The system must be able to protect data by battery backup circuitry. A power transformer must be supplied with the system. General Computer Hardware Characteristics: The computer included with the system must be an IBM RISC (Reduced Instruction Set Computer) based system (or equivalent) with a 1-gigabyte hard drive and 32 Megabytes of RAM. The above computer must have true multi-tasking and multi-user capabilities. System Data Backup: The system must include a high-speed tape drive for large capacity backup of computer-stored data. Data backups, using the above tape drive, must be able to be scheduled and performed automatically. Test Kit Physical Characteristics: Test kits must offer additional biohazard safety. Once they are inoculated and sealed using proper procedure, they cannot be spilled. The prepared test kits represent a closed system. Over 400 tests must be able to be stored in one cubic foot of refrigeration space. Test Kit Biological and Result Characteristics: Tests kits used on the system must include Gram Negative Identification for Fermenter, Non-fermenter and other species; Gram Positive Identification for Staphylococcus, Streptococcus, Listeria, Erysipelothrix and Corynebacterium species; Anaerobic Bacteria Identication for over 80 anaerobic species plus identification of Corynebacteria diphtheriae and Corynebacteria JK; Neisseria/Haemophilus Identification for fastidious organisms including Kingella sp., Moraxella sp., Branhamella catarrhalis, Gardnerella vaginalis, Eikenella corrodens and Cardiobacterium hominus; Yeast Identification for 36 yeast and yeast-like species; Direct Urine Identification for 3 specimens on one test kit with detection and identification of 9 common urinary tract isolates in 13 hours or for 1 specimen to also include enumeration (colony count); Enteric Pathogen Screen for 3 isolates on one test kit to include screening for Salmonella spp., Shigella sonnei, Shigella spp, and Yersinia enterocolitica; Gram Negative Susceptibility Test Kits (including custom antibiotic and 45 Well configurations); Susceptibiilty for Streptococcus pneumoniae; Gram Positive Susceptibility Test Kits (including 45 Well configuration). Test Kit Result Characteristics: The test kits that are run on the system must be able to provide identification results in as early as 2 hours and susceptibility test results in as early as 4 hours. System Software Characteristics: The system must have a "windows-type" software platform. System must be able to identify extended spectrum beta lactamase (ESBL) organisms to monitor emerging resistance and have an advanced expert system to detect ESBL's by comparing with a database of phenotypes for the organisms. System must include a security password protection for unauthorized users. System must have two-way communication between the system and laboratory information system. System must track Quality Control runs by lot number, test type, QC organism and expected vs. actual results. The system must also generate cumulative Quality Control reports. System must allow user to compose rules listing specific conditions that, when met, will suppress the reporting of target antimicrobials on individual patient reports and be capable of deducing antibiotics based on organism sensitivity pattern. The system software must provide on-line identification and susceptibility result validation and resistance mechanism detection. The system must use a series of rules, which apply across and knowledge base of antibiotic groups, bacteria groups and typical, atypical and acquired antibiotic resistance. The system must allow the user to customize a patient report where placement of various demographic fields and labels on the report are at the user's discretion. The system must allow multiple customized patient reports to be stored on file an accessed at any time. The system must contain a report module that has the ability to generate epidemiology and statistical reports as follows: Organism Occurrence; Organism Occurrence Trending; Percent Susceptible; Cumulative Percent Susceptible by MIC; Susceptibility Trending;, Biochemical Pattern Report; Workload Unit Report; Custom Logbook Reports. The system must make over 40 standard and user-defined fields available for selecting and sorting parameters when generating patient, logbook, statistical and epidemiological reports. The system must allow the user to define duplicate microorganism isolates in terms of number of days (up to 30 days) to allow for exclusion of duplicate patient isolates from epidemiology reports. Contractor shall provide all labor, materials, and incidentals to install provided system. Provide training for technical staff appropriate to the complexity of the system as well as training for biomedical support personnel. Operator, Service and Repair Parts Manuals must be provided. System shall be 100% Y2K compliant. Any discount for Trade-in of a 1989 McDonnell Douglas/Vitek System Ultramicro Analyzer, Model No. 120 should be included in price quote.
