- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number N61339-00-T-0150 is issued as a request for quotation (RFQ). All references to "offers" are understood to be "quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The Government intends to award on a sole source basis to Motorola, Scottsdale, AZ, who retains proprietary rights to Motorola ModIOS exercise management product. This effort requires two custom software modules for the ModIOS exercise management software in support of the (TSTARS) Transportable Strike Assault Rehearsal System program. The first module shall display a graphical indication of all hostile actions on simulation aircraft by Surface-to-Air Missile (SAM) sites on the ModIOS exercise controller and the post-exercise review displays. The second module shall depict as an event on the post-exercise review display when someone participating in the exercise utters certain spoken phrases. Requirements: (1) The contractor shall design and develop a software module for the ModIOS according to the software architecture and framework defined for ModIOS Plug-In Graphical Components (GC) and Segment Event Plug-In Events (PIE) for the Exercise Controller (ExCon) and After Action Reviewer (AAR) tools. This module shall be capable of depicting as a segment event the occurrence of SAM hostile actions on both the ModIOS AAR timeline and on the ExCon Plan View Display (PVD). SAM hostile actions against an aircraft include radar illumination, tracking and target acquisition, as well as firing and detonating a missile. The display on the ExCon PVD shall take the form of a simple line with an arrow drawn from the targeting entity (a SAM site) to the targeted entity (an aircraft) while the hostile actions are taking place. (2) The contractor shall design and develop this software according to the software architecture and framework defined for ModIOS PIE for the AAR tool. This module shall be capable of marking when certain words or phrases are spoken via the ModIOS Voice Communicator on the ModIOS AAR timeline. The user shall be able to determine the target list of words and phrases prior to execution of a scenario. Delivery shall be made no later than 120 days after contract award to Naval Air Warfare Center Training Systems Division, 12350 Research Parkway, Orlando, FL, 32826. Acceptance shall be made at destination. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 252.212-7001. The following subparagraghs of FAR 52.212-5 apply: 52.225-1, 52.232-33. The following clauses of DFARS 52.212-7001(b) apply: 252.206-7000, 252.227-7015, 252.227-7037, 252.243-7002, 252.247-7024. Offerors shall include a completed copy of the provision at FAR 52.212-3, "Offeror Representations and Certifications -- Commercial Items" with its quotation. In addition, offerors shall include a completed copy of the provision at DFARS 252.212-7000, "Offeror Representations and Certifications -- Commercial Items" with its quotation. FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items" is incorporated by reference and applies to this acquisition and resulting purchase order. The following terms and conditions are added as an addendum to this clause. The resulting purchase order will be a firm-fixed-price purchase order. FAR 52.212-5, "Contract Terms and Conditions Required To Implement Statues or Executive Orders -- Commercial Items" applies to this acquisition along with the following additional FAR clauses, cited in clause 52.212-5: 52.225-1, Buy American Act-Balance of Payments Program-Supplies, 52.232-33, Payment by Electronic Funds Transfer-CCR. DFARS 252.212-7001, "Contract Terms and Conditions Required To Implement Statues or Executive Orders Applicable to Defense Acquisitions of commercial Items" applies to this acquisition along with the following additional DFARS clauses, cited in clause 252.212-7001: 252.225-7001, 252.227-7015.
