Description

DSCR hereby announces an upcoming new business opportunity for vendors, the ON-DEMAND MANUFACTURING PROGRAM. In this procurement, DSCR seeks to establish relationships with vendors for MANUFACTURING CAPABILITY in advance of actual need, in order to reduce the administrative and production planning response times when firm requirements arise. Upon issuance, the ODM Request for Proposals (RFP) will be available for download through DSCR's home page under the "Business Opportunities" link: http://www.dscr.dla.mil/vendors.htm or vendors may contact the contract specialist via the email link shown in block 20 below to request a hard copy. DSCR anticipates issuing multiple awards as a result of this procurement. The award type will be a Basic Ordering Agreement (BOA) covering a base period of 3 years plus 2 one-year option periods. The solicitation is being issued on an unrestricted basis. Other than full and open competition may apply to specific items. Numbered Notes 8 and 9 may apply to specific items and Note 12 applies. Vendors will be solicited on a post-award basis via on-line ODM Requests for Quotes (RFQs) through the DoD EMALL with specific quantities, units of issue, required delivery times, special testing/qualification requirements and quality assurance requirements at the time of actual firm requirements. In addition to manufacturing capability, vendors are required to have minimum electronic commerce capabilities to participate in the ODM program, as outlined in the Statement of Program Requirements contained in the RFP. The solicitation issue date is September 26, 2000. The ODM solicitation remains in effect for one year from the issue date. Closing date and time for receipt of proposals are hereby established as 3:00 p.m. EST on the last business day of each month. Written proposals may be submitted at any time during the solicitation period. A pre-proposal conference will be held for the ODM Program during the month of October. A notice will be published in the CBD when a firm date for this is available. Please refer to the solicitation for complete program requirements. All responsible sources may submit a proposal which shall be considered by the agency.
