- THIS SYNOPSIS SUPERCEDES ALL OTHER NOTICES AND THEIR AMENDMENTS ISSUED PREVIOUSLY UNDER RFP# F04611-00-R-0062. The AFRL Propulsion Directorate (AFRL/PR -- West), Edwards AFB, CA has a requirement for the development of Hydrocarbon Rocket Based Combined Cycle (HRBCC) Propulsion Technology as applied to tactical weapon systems. The AFRL/PR -- West is embarking on an acquisition course that is contemplated to have two separate procurements. This first procurement is a paper study to assess the value of HRBCC propulsion technology to three mission scenarios: 1) Air-to-Air, 2) Air-to-Surface, and 3) Surface-to-Air. In addition the study effort will identify the unique characteristics and missile configurations associated with the requirements of each mission scenario. These characteristics and configurations will be used to develop technology goals for subsequent HRBCC technology development programs. Upon successful completion of the study and a USAF determination that the proposed technology shows significant benefit over existing systems, a second competitive procurement is anticipated. That procurement will design, manufacture and test heavyweight hardware and subsequently prototype flight hardware culminating with a flight test. The SIC code for the initial paper study will be 8731. Effective October 1, 2000, the North American Industry Classification System (NAICS) number for this effort will be 54171. It is anticipated that a firm fixed price contract with a period of performance of twelve months will be awarded for the study. Contract Award is estimated to take place in fourth quarter calendar 2000. Source Selection procedures can be found in Federal Acquisition Regulation (FAR) Subpart 15.3 _ Source Selection, Air Force FAR Supplement (AFFARS) and Air Force Materiel Command FAR Supplement (AFMCFARS) thereto. These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil and will be used to obtain the best value for the Government for this acquisition. In using the best value approach, the Government will award to an offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. An electronic bulletin board is available and will contain the draft Statement of Work, draft Section L and draft Section M. This synopsis also constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. Industry questions, comments and suggestions in reference to this acquisition are encouraged and should be directed to: Barbara Barcelona , AFFTC/PKAE, 661.277.3524 or fax 661.275.9613. An Industry Briefing and Feedback Session will be held 26 Sep 2000 from 8:00 a.m. to 12:00 p.m., in Bldg. 8351 Room 230, Air Force Research Laboratory, 5 Pollux Drive, Edwards AFB, CA 93524. Offerors desiring a one-on-one meeting are encouraged to schedule it in conjunction with the Industry Session. All firms interested in participating in the Industry Session and/or scheduling a one on one session should contact Craig Hansen, AFRL/PRRM, 661.275.5330. Industry responses to this synopsis should be received no later than 29 September 2000. Utilizing the data gathered during early industry involvement, the Government will issue the Request for Proposal (RFP) on 6 October 2000. Proposals will be due 20 November 2000. This acquisition involves data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has been accomplished. Foreign firms are advised they will not be allowed to participate as the prime contractor. In addition the contemplated contract will contain a DD 254 with a Security Classification level of SECRET.
