Description
The U.S. Space and Missile Defense Battle Lab-West is announcing the Space Technology Exploitation & Planning Support (STEPS) contract re-compete. The new effort is entitled Space Technology Applications and Requirements Support (STARS). The primary purpose of this project is to provide analytical, engineering and technical assistance required by the principal agencies involved to support the definition, planning, development and execution of space exploitation initiatives to support the Space and Missile Defense Battle Lab, the Army Space Community and the Army in support of the transformation force. The principal agencies include, but are not limited to: Space and Missile Defense Battle Lab (SMDBL), U.S. Army Space and Missile Defense Command (USASMDC); U.S. Space Command (USSPACECOM), U.S. Air Force Space Command (AFSPC); U.S. Army Training and Doctrine Command (TRADOC); TRADOC Analysis Command (TRAC), NAVSPACE/SPAWAR and all U.S. Army TRADOC Battle Labs. Relevant efforts by other DoD agencies may also be supported hereunder. This acquisition will result in multiple awards. The first award consideration will be as a 100% set-aside for Small Business; the second award consideration will be as a result of full and open competition. Teaming arrangements are encouraged; however, team members will be restricted to "winning" under only one team. The NAICS for this acquisition is 54171 with a size standard of 1000 employees. Subcontracting goal will be 30% of the contract ceiling for each contract period; 20% for small business, 5% for small disadvantaged business, and 5% for women-owned business. All offers will be evaluated in accordance with the criteria set forth in Section M of the solicitation. This acquisition will be a Best Value acquisition employing acquisition streamlining techniques. The project milestones may also be found at the above web site.
