- Description
- The Centers for Disease Control and Prevention intends to solicit a quotation on a sole source basis from Apelon Systems, Inc. (fka Ontyx, Inc. & Lexical Technology, Inc.), 100 Danbury Road, Suite 201, Ridgefield, CT 06877, to purchase the Apelon Terminology Development Environment (TDE), a commercial off the shelf item. This software is a combination of the former Lexical Technology's Metaphrase Architect Software, a commercial off the shelf item, and the former Ontyx's Terminology Development Environment (TDE) software, also a commercial off the shelf item. The CDC requires one user version of the Apelon TDE Professional. The software is for the development of a terminology model for laboratory medicine testing. The requirements of the software are as follows. The software must: (1) be able to allow the flexible development and storage of relationships between terms including such relationships as "is part of", "derives from", "has attribute of", and others as they may develop during the course of modeling; (2) provide tools to allow in the assistance of the correction of this modeling using existing terminology systems; (3) be compatible with existing PC work environments and allow transport of development system outside the work-site on a laptop system; (4) have a proven track-record for use in development of medical terminology; (5) have a graphical user interface for ease in developing, displaying, and moving through complex relationships; and (6) provide a database of medical terms and relationships. Simplified acquisition procedures will be utilized and an oral quotation will be solicited on or about 09/27/00. Other than full and open competition is authorized pursuant to 41 U.S.C. 2253 (c)(1). Qualified vendors have 14 days from date of this synopsis to submit capability statements delineating their ability to provide this product. Such qualifications will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. NO SOLICITATION EXISTS.
