Description

The National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NMFS)intends to solicit and negotiate on a sole source basis with Massachusetts Division of Marine Fisheries (MDMF) to perform a study in support of the Massachusetts State Program for the protection of the Northern Right Whale. MDMF is uniquely qualified to perform this study as it has the expertise and resources in conducting these studies; the necessary equipment (aircraft on contract as well as the availability of ships); and the necessary federal authorization to conduct the research. This research is required to continue NMFS's effort to protect the Northern Right Whale through aerial surveys, carcass removal, unusual events, and the assisting in disentanglements. The period of performance is date of award through October 15, 2001. The statutory authority for other than full and open competition is 41 USC 253 (c)(1), Only One Responsible Source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals.
