Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F41622-00-Q-0004, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated Standard Industrial Classification Code (SIC) for this procurement is 7699 and the small business size is $5,000,000.00. The Government intends to negotiate a sole source purchase order with Victoria Machine Works (VMW) Industries, Inc., Victoria, Texas. The purchase includes upgrade and repair of two (2) clinical hyperbaric chamber doors. The approximately 4,000 pound steel door was designed to be lifted by a counter weight system engineered by VMW. Customer requires offeror to meet all Pressure Vessels for Human Occupancy (PVHO) and American Society of Mechanical Engineers (ASME) requirements. Requirements are for delivery FOB Destination to USAF School of Aerospace Medicine, Brooks AFB, Texas by 30 September 2000. Offerors shall provide a complete copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.232-33, Mandatory Information for Electronic Funds Transfer Payment; and DFAR 252.204-7004, Required Central Contractor Registration. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (17).
