Description

Furnish all labor, materials, equipment and supervision required for the demolition and removal of a 16,000 square foot heating plant of mixed construction, containing six boilers and related equipment. Project also includes the closure of 75 steam manholes. Asbestos removal is included. Firm fixed-price, one bid item and one option. 240 calendar days to completion. The solicitation number is revised to read N62467-00-R-5207 and will be shown on the solicitation package as such. This project is being issued on an "unrestricted" basis inviting full and open competition. Proposals will be evaluated based on price and other price-related factors and the following technical factors: (1) past performance, (2) subcontracting efforts, and (3) environmental qualifications. Award will be made to the offeror whose price and technical proposal provide the best value to the government. Each of the three technical factors will be rated of equal importance, and price will be rated equal with technical. Technical inquiries prior to RFP closing must be submitted in writing 15 days before RFP closing, faxed to (901) 874-7757. There will be a MANDATORY pre-proposal conference and site visit. The conference and site visit will be held at Building 455, Naval Support Activity Mid-South, tentatively scheduled for October 5, 2000. The exact date and time for the conference and site visit will be indicated on the solicitation package. Attendance is MANDATORY for all prospective bidders, and their subcontractors. Proposals from Contractors who do not have a representative in attendance will not be considered. Attendance should be limited to three representatives per proposer. Prospective bidders shall confirm their intention to attend the conference by faxing a document listing the names of those to attend to Ms. Cheri Shivers EFD South, Building 455, Naval Support Activity Mid-South, (901) 874-7757 or call (901) 874-7756. Record drawings of Building S-75 will be distributed at the conference. Drawings are for reference purposes, and should not be considered as an exact representation of existing conditions. Prospective bidders shall field-verify existing conditions. This solicitation will be issued on or about September 22,2000 and must be downloaded from the Naval Facilities E-Solicitation Website at www.esol.navfac.navy.mil.
