Description

The Fleet and Industrial Supply Center, Norfolk Detachment = Philadelphia,=20 PA intends to procure on an unrestricted basis, through full and open=20 competitive negotiations, Technical Engineering/professional services = for the=20 Space and Naval Warfare Center (SPAWAR) San Diego, Detachment = Philadelphia,=20 PA. The required services are to provide technical engineering = services to=20 support various systems such as the Image Product Library (IPL), = Tactical=20 Aircraft Mission Planning System(TAMPS), Afloat Planning System (APS), = Tomahawk Planning System (TPS-A), Digital Imagery Work Stations (DIWS) = and many=20 additional systems. The procurement will be evaluated on a "best value" = basis=20 requiring the submission of cost/price and technical proposals. The = technical=20 proposal will be considered more important in the overall evaluation = base than=20 the price proposal. It is anticipated that the following labor = categories=20 (and several others) will be required: Program Manager, Systems = Application=20 Scientist, Sr. Program Analyst, Computer Programmer, Computer System = Analyst,=20 Electronics Engineer Technician, Intelligence Systems Analyst, Mission = Planning Specialist, Technical Writer/Editor. It is anticipated that = the=20 performance period of the resultant contract will consist of a base = period of=20 one (1) year with four (4) one year options. The following is a = breakdown of=20 the approximate labor hours required for each year: Base year -- 88,470 = hours; =20 Option I -- 88,470 hours, Option II -- 89,470 hours; Option III -- 89,470 = hours,=20 Option IV -- 91,470 hours; Totaling 447,350 hours. An Indefinite = Delivery,=20 Indefinite Quantity, Cost Plus Fixed Fee (CPFF) contract is = anticipated.
