- Description
- It is the intent of the National Library of Medicine (NLM) to procure for National Institutes of Health (NIH), Office of Scientific Affairs for professional services on a sole source basis with Dr. Louis Sibal, Rockville, MD for onsite monitoring of the colony of chimpanzees (Pan troglodytes) that have been used in NIH-sponsored research. The facility currently maintains chimpanzees used in biomedical research. Dr. Sibal will monitor compliance with Federal regulations relating to the welfare of these animals (under the Animal Welfare Act, the Health Research Extension Act, and the Good Laboratory Practice Act). Dr. Sibal will make oral and/or written reports to the NIH and the USDA relating to these issues. The NIH anticipates that for the duration of the contract period (up to one year), Dr. Sibal will inspect the facility. Dr. Sibal has been selected for this task because he is knowledgeable of the operation of an animal facility, the special needs of nonhuman primates, and the Federal regulations and policies related to the care and use of animals in biomedical research and behavioral research. Dr. Sibal has conducted numerous site visits to NIH-supported animal care facilities over the past 20 years. The period of performance is anticipated to start on or about September 29, 2000. This service will be procured under FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as specified as listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
