Description

The National Institute of Standards and Technology (NIST) has a requirement for the renewal of its membership in an organization which provides access to cost effective commercial technologies for improvement in productivity, quality, and competitiveness of the U.S. domestic industrial base, through related education training strategies. It is the intent of the Government to negotiate with the National Coalition for Advanced Manufacturing (NACFAM), in accordance with FAR 13.106-1 (b) (1), as the only source reasonably available to satisfy needs of this agency. NACFAM is an organization which builds partnerships between industry and non-profit organizations, including Federal Labs. It conducts workforce skill standards and assessments, public policy research in fields related to advanced manufacturing, conferences and workshops. The period performance for this requirement is October 1, 2000 through September 30, 2002. The Government intends to issue a firm, fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. This notice of intent is not a request for competition. However, the Government will consider all quotes received by the response date of September 19, 2000. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package is available.
