Description
BUDGET POLICY AND MANAGEMENT ADVISORS The Department of the Treasury is competitively recruiting individuals to serve as long- and short-term budget policy and management advisors and as macroeconomic advisors to governmental officials of transitional and emerging economies. Resident and short-term assignments may be made worldwide, but most will occur in Central and Eastern Europe, the former Soviet Union and Southeastern Europe. For budget development, Advisors may assist in the creation of laws and regulations, improved budget classification schemes, incorporating better forecasting methodologies into the budget process, and assistance in implementing new procedures and budget presentations. For budget execution, Advisors may assist in establishing/strengthening treasury functions, including developing new expenditure regulations, charts of accounts and other coding structures, and cash management systems. Advisors may also assist in the structuring of a governmental accounting system. When appropriate, Advisors will assist counterparts in on-going budget policy in issue areas such as health care finance. Economists may assist in formulating macroeconomic analytical structures and policies, including upgrading economic models, the ability of governments to sustain international commitments, and the quality of data feeding economic models. Available missions may include both resident and intermittent positions. Qualifications: A background in government budget processes at the Federal or State level is desirable. Applicants should be self-starters. Prior overseas work experience and language skills would be distinct advantages. A Master's degree in public finance or related field is required. Applicants must be U.S. citizens or U.S. resident aliens. Salaries are negotiable taking into account current salary history and Government Regulations regarding salaries. Salary and Benefits: Salaries are negotiable to a maximum amount set for Resident Advisors in the categories of Budget Policy, Treasury Functions, Macroeconomic Policy and Budget Systems with compensation on a per annum basis between $77,614 -- $116,300. Overseas benefits are provided as allowed by federal regulations. Intermittent advisors in the above mentioned categories will be compensated at an hourly rate equivalent to the following salary range, $77,614 -- $122,400. Salaries will be negotiated in accordance with program regulations, and will be based on demonstrated salary history, not to exceed the maximum indicated.
