- The National Constitution Center (NCC) is seeking a highly = qualified and professional Sculpture Studio to execute the creation of forty-one = (41) life-size period figures (Sculptures) for inclusion in its Permanent Exhibit (the Exhibit) at the new National Constitution Center building (Center) on Independence Mall in Independence National Historical Park = in Philadelphia, PA. The National Constitution Center will occupy the = entirety of Block 3 of Independence Mall. The site (Block 3) is bounded by Arch, Race, Fifth, and Sixth Streets. The Center will break ground in the = fall of 2000; building completion is scheduled for autumn/early winter 2002 and = the Exhibit (for which the Sculptures are required) will open in early = spring 2003. SOLICITATION: Qualification statements and Proposals are sought through this Solicitation from all interested entities. A Selection Panel of = NCC representatives will evaluate all submissions received. Award will be = made for creation of 41 life size figures with an Option for an additional = 41 life size figures as outlined below on the basis of best value, = including both technical and pricing factors. A cost proposal to perform the work = as outlined below is sought through this Solicitation. SCOPE OF WORK: As part of the interpretive concept for the permanent exhibition, the visitor experience culminates in a space designated to reflect the moment prior to the signing of the United States = Constitution. Located within the space, which is sized to reflect the exact = dimensions of the signing room in Independence Hall, are 41 full-size period (1787) figures. The figures need to convey similar gestures and emotion as depicted in many of the paintings attempting to record the event. [Sculpture Studios interested in responding to this solicitation should contact the above to receive an example of such a painting and other graphic information.] Visitors to the NCC can walk amongst and touch = each of the figures, and it is anticipated that the figures will provide for photo opportunities. The firm selected will conceptualize, illustrate, fabricate and install the 41 figures and as an option conceptualize, illustrate, fabricate and install an additional set of 41 figures at exterior locations around Philadelphia all walking towards the NCC. SERVICES REQUIRED: Work conceptualizing postures and gestures of = figures will begin immediately after the selection of the Sculpture Studio is completed. The Sculpture Studio will be required to develop the = gestures (which convey a sense of animation) for each of the figures and = efficiently communicate such to the NCC. After positions and gestures have been approved, the Studio will select models for figures using the various visual records of appearance that remain. The NCC will supply names of historical figures, verbal records and, for a certain number, = appearance imagery. Forty-one (41) figures are to be created in total. For some figures no visual records exist. The exact number which fall into this category will be determined. All figures will be dressed in period = clothing and are to appear as realistic, and life-like, as possible. PROCUREMENT PROCESS: This procurement is unrestricted; consideration = for the contract will be nationwide. The selection will be through a source selection process designed to fairly identify the offer considered the = best value. This Best Value source selection will be based solely on = response to this Solicitation. Evaluations will assess whether an offeror possesses = the expertise and capability required to successfully perform the contract requirements. Final selection will be based on all information = available including evaluation factors, technical ability and price factors. Submissions will be evaluated based on the following seven Criteria: 1. Experience : Offerors must have ability and capacity to produce the = figures as required and as demonstrated by similar projects completed within = the past ten years. 2. Past Performance : Offerors should address client satisfaction on projects of similar size and scope including the = ability to adhere to schedule and budget. 3. Recommendations : Provide (written = and oral) from current and/or former clients. 4. Capacity of Firm : Address concurrent work load and production capacity. 5. Professional Qualifications : Demonstrate a proven track record and prior experience = in: A. Sculpture production, shipping and installation techniques = ('in-house' preferable), B. Coordinating with other site contractors, fabricators = and installers to ensure a seamless and uninterrupted installation process = for the Sculptures, C. Scheduling complex projects of similar scale to = complete the Scope of Work within the time available. D. Working within budgets. = 6. Familiarity with Market Conditions : Address your understanding of = local market; subcontractor and labor availability. 7. Cost Factors : Provide competitive pricing for the Work required. Evaluations will assess = whether an offeror possesses the expertise and capability required to = successfully perform the contract requirements and the offeror's potential for = providing the high level of professional excellence desired by the NCC within acceptable price limits. The NCC may elect to interview and/or = negotiate with any or all offerors as it perceives its best interest. Offerors = may, in the sole discretion of the NCC, be allowed, following discussions, = to revise their proposal and submit a 'Best and Final' offer. SUBMISSION: Submissions are to be based solely on this announcement. = Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting information that addresses the criteria outlined above. The submitted information shall include, but should not be limited to the following: 1. A description = of your firm and its capabilities, project profiles, firm history, number = of employees, resumes of proposed key individuals including the producer, artist(s), and staff. 2. A direct and, as appropriate, Project specific response to the seven Evaluation Criteria listed above including names = and locations of the projects, projected or actual dates of completion, and projected or actual costs (including fees). The list of references = should include up-to-date contact names and telephone numbers. 4. Written narrative addressing general project understanding and evaluation = points. Include listing of previously completed projects, photographs of = previously completed work, a preliminary schedule outlining the time required to complete the Scope as described above and any other materials which you believe aid in demonstrating the abilities of you and your firm. The Sculpture Studio will be strongly encouraged to provide the maximum practical opportunities to woman-owned, minority owned and small = business concerns owned and controlled by socially and economically = disadvantaged individuals to participate in the performance of this contract. = Offerors that demonstrate a pro-active effort in obtaining the highest practical goals may receive a more favorable rating. Submit a Cost Proposal for 'Phase One' including a per-figure cost to develop, create, ship and install all forty one (41) full-size figures. Costs should be itemized for the creation of all figures in: 1. A = simulated faux bronze finish over resin. 2. A monochromatic white finish over = resin. 3. An actual bronze cast. All figures are to be constructed durable = enough to withstand unsupervised visitor touch but will not be subject to the weather. Resin castings should not sound hollow, but should convey the = same sense of mass as actual bronze casts. Please also submit a Cost Proposal for a possible 'Phase Two' which may = be the development, creation, shipping and installation of a second set of = the same 41 full-size period figures for an exterior application. All 41 exterior figures are to contain a walking gesture. If Phase Two is approved, the 41 figures will be positioned at various places in the = city of Philadelphia, as if they are walking towards the NCC. Include a per-figure cost to develop, create, ship and install all forty-one (41) full-size figures. Costs should be itemized for the creation of all = figures in 1. A simulated faux bronze finish over resin (please also address durability issues). 2. An actual bronze cast. All figures are to be constructed durable enough to withstand unsupervised touch and will be subject to the weather. Resin castings should not sound hollow, but = should convey the same sense of mass as actual bronze casts. Responses to this Solicitation including an Original and four (4) = copies are due no later than 4:00 PM, October 13, 2000 at the office of the National Constitution Center, Attention, Emily Bittenbender, The = Bourse, Suite 560, 111 S. Independence Mall East, Philadelphia, PA 19106. GENERAL: The NCC is a 501c(3) Corporation; the Project will be = constructed under the applicable tax laws. This Project is located on Federal = Property, and the NCC is a recipient of Federal Funds. As a result all = construction work and construction labor rates shall be in compliance with the = Federal Labor Standards and Davis Bacon Act including prevailing wages.
