MODIFICATION TO PRE-SOLICITATION NOTICE: Due to technical difficulties, Amendment 0001 to the solicitation was not posted to the web. Amendment 0001 changed the availability of solicitation date to 15 September 2000. Amendment 0002 is hereby issued to extend the availability of solicitation documents, which will now be available on or about 16 October 2000. The due date for receipt of bids has been changed to 15 November 2000.
