- Anticipated Issue Date: 9/8/00. PUBLIC NOTICE FOR COMMENTS. This solicitation for the total current environmental cleanup program, known and unknown (investigation, cleanup, response action operations, long term monitoring and site closeout) will result in the award of one contract. One contract will be awarded to provide remediation of any media contaminated by any hazardous substance as defined in 42 USC 9601 et. seq, including but not limited to solvents, petroleum, oils, and lubricants (POL), metals, acids, bases, reactives, polychlorinated biphenyls (PCB), and pesticides. Along with these more common encountered contaminants, some sites include hazardous substances not yet regulated including those currently listed on the Safe Drinking Water Act's Contaminant Candidate List, [Section 1412 (b) (1)]. These contaminants may be present in soils, sediments, groundwater, air, sludge, surface water, or man-made structures. The contaminated sites may include hazardous waste treatment storage and disposal facilities, tanks, lagoons, fire fighting training areas, or other formerly owned or operated DOD property and facilities in the area covered under this RFP as defined below. The contract will be a FIRM-FIXED PRICE outcome base type contract with payments based on meeting milestones and deliverables. The successful offeror will be required to idemnify the Government from any environmental claim (cause of action) brought by federal, state or local regulatory agencies, or brought by any other party under federal, state or local law or regulation, throughout the remediation effort and through the subsequent transfer and reuse of the property. The successful offeror shall have demonstrated the financial and management capacity to sustain a project of this type with its attendant risk and financial requirements. The Standard Industrial Code is 8744. An INDUSTRY FORUM will be held on or about 27 September 2000 in the San Francisco Bay Area, California. The covered area under this RFP is as follows: SOUTHWEST DIVISION, Parcels C and D at Hunters Point Shipyard, San Francisco, California. NOTE: The Request for Proposals (RFPs) will be issued as an electronic bid set (EBS) over the Internet at address http://www.esol.navfac.navy.mil. Prospective Offerors are encouraged to register themselves on the web site. The official RFP holders list will be created by registration and be available at this Internet website address. Amendments will be posted on the web site for downloading. This will normally be the method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The DRAFT RFP will be available on the internet on or about 8 September 2000.
