Description

THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSALS. THE GOVERNMENT IS NOT OBLIGATED TO AWARD ANY CONTRACT. This sources sought synopsis requests information needed prior to any requests for proposals. The Defense Information Systems Agency (DISA) seeks capable sources to provide management, tools, equipment, labor, and supervision to perform surveillance, maintenance, repair, and minor construction services on a 24/7 basis at DISA Headquarters located at 701 S. Courthouse Rd., Arlington, VA. POTENTIAL OFFERORS MUST RESPOND TO THE QUESTIONS BELOW. Services include documenting and reporting facility-related component, equipment, or system deficiencies and failures to the DISA Duty Officer and the Facility Manager, and performing related maintenance, repair, and minor construction tasks on an "as needed" basis. This requires physical and visual surveillance of facilities and structures located in Headquarters compound mechanical room spaces, administrative offices, and common areas such as parking lots, cafeteria, gym, and lavatories. All electrical, plumbing, and HVAC components, equipment, and systems including critical load and emergency back up power systems (UPS modules, generators, etc.) must be operating properly. Deficiencies and failures must be recorded and reported to appropriate individuals for corrective action. In emergencies, immediate corrective action is required (e.g., plumbing failures), followed by action to return all systems to normal. Other tasks anticipated on an "as needed" basis include minor construction and repair, locksmith services, repairing lights, policing debris in/around facilities and structures (e.g., sidewalks, parking lots), etc. We will schedule a site visit to allow potential offerors to view the interior and exterior building layouts. There is no historical data for this requirement, which heretofore has been performed through the Navy Public Works Center. This acquisition may be awarded under 100% small business set-aside procedures, using FAR Part 12 (Commercial Services). The Standard Industry Classification (SIC) Code is 8744.
