Description
This is a Pre-solicitation/synopsis for maintaining and cleaning the "Firing Range" located on Mcconnell's AFB. The scope of work entails cleaning, and the removal of all ballistic metal dust, bullets, and associated debris from an Action Target, TC-2 bullet Trap and facility on a routine basis, to include possible service calls. All work associated with the bullet trap maintenance and cleaning shall be performed in compliance with the Kansas Department of Health and Environment (KDHE) Regulations (current), the Environmental Protection Agency (EPA) Regulations, the Occupational Safety and Health Administration (OSHA), the Department of Transportation (DOT), and all relating federal, state laws, statues, and ordinances. Furthermore, the contractor will be required to develop, implement, and maintain: lab reports, safety plans, disposal manifests, transportation permits, and a spill recovery plan. The contractor shall be certified and have at least three (3) years experience at cleaning/removing lead and lead dust, and shall be fully competent in all aspects of all federal, state, and local regulations concerning the removal and disposal. This acquisition is reserved for small business set a-side, and will be awarded on procedures as set forth in FAR Part 12 -- Acquisition of Commercial Items, Past Performance, and the overall best value for the government. The contract will be awarded as a base year with four (4) options years and the Service Contract Act of 1965, as Amended will be incorporated. The Standard Industrial Classification is 9999 Nonclassifiable Establishment and the solicitation package will only be available via the government Electronic Posting System at www.eps.gov on or around 25 Sep 00. No paper copies will be distributed.
