Description

The U.S. Army Corps of Engineers intends to negoiate with James Kent and Associates for the following services which requires the contractor to coordinate with the points of contact assigned by the U.S. Army Environmental Center to provide the necessary labor, materials (except as furnished by the Government), equipment, supplies and supervision to accomplish the task of: Meet with the leadership team to refine the objectives, scope of work and timeline. Identify management concerns of the key participants. Describe the local communities affected by the Sandhills Private Land Initiative in social, cultural and economic terms. Describe the human geographic boundaries by which local residents distinguish one area from another as a means to work within the specific culture of each area. Identify the range of public issues and opportunities associated with the project and with community life. Develop a communication strategy to maintan ongoing dialogue and issue resolution at the informal level of communities. The objective of this task is to provide a better understanding of the grassroots issues of individuals and their affected cultures and communities by identifying opinion leaders, concerns and social values in the designated area and then mapping the associated cultures. All responsible sources may submit a proposal identifying their capability to respond to this reuirement by September 25,2000 which shall be considered by this agency.
