Description
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 9TER-00-FDH-0015 is being issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-17. The simplified acquisition procedures of FAR Part 13.5 are applicable to this procurement. This procurement is for the following: To provide the California Army National Guard telecommunications infrastructure upgrades by laying fiber-optic and copper cable that feeds into its Local Area Networks (LAN) and interfaces with its Wide Area Network (WAN) at nine (9) sites throughout the State of California. Those locations are: San Francisco, San Lorenzo, Fresno, Ontario, Compton, Inglewood, Manhattan Beach, Santa Barbara and National City. The Contractor shall furnish and install (1 each) 6 strand multi-mode indoor/ outdoor fiber optic cable (Gigalite or equivalent) and (1 each) 6 pair 24 gauge filled cable between the Main Distribution Frame (MDF) in the Armory and the Intermediate Distribution Frame (IDF) in the Organizational Maintenance Shop. These cables will be routed aerial between buildings. The Contractor shall furnish and install (1) 35_ Class 5 telephone pole at the side of each building routed along the roof and finally penetrate the building at the MDF/IDF location and test and label the completed installation. Please see the attached Statement of Work for complete details on site locations and for variations in site requirements. The SOW also contains full specification of evaluation criteria for the award decision. Award will be made on a firm fixed price basis. An opportunity to walkthrough each site will be provided from September26 thru Oct 3 per the schedule listed in the SOW. Each interested party is required to attend each walkthrough prior to submitting a proposal. Failure to do so shall disqualify the proposal from being considered. Intent to participate in the walkthroughs must be communicated as explained below. Evaluation is based on best value including past performance/experience and ability to meet technical requirements and cost. Please acknowledge all requirements. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Regarding proposal pricing, please note that the Davis-Bacon Act shall apply to the resulting contract (see FAR 52.222-6) The potential awardee shall be required to register in IT Solutions Shop at it-solutions.gsa.gov. for post-award process. Quotes are due by 4:00 PM Pacific Time, October 20, 2000, and shall be submitted by email to fred.hersom@gsa.gov. For coordination purposes, intent to participate in the walkthroughs must be communicated to by 4:00 pm Pacific Time on 9/22/00. Intent to participate in the walkthroughs and all other inquiries regarding the solicitation will only be accepted via email at fred.hersom@gsa.gov and dave.williams@gsa.gov. Such communications should be sent to Fred Hersom and copied to Dave Williams.
