- Description
- Defense Supply Service -- Washington (DSS-W) intends to procure wireless voice and data telecommunication equipment and associated services to include cellular telephones, pagers, and personal digital assistant devices. The commercial item acquisition will be conducted through competitive quotations resulting in multiple Blanket Purchase Agreements (BPAs) with an intended performance period of five years. Each party may terminate a BPA with a six-month notice. Competition will be full and open, no set-asides; all responsible sources may submit a quotation. Vendors may submit a quotation for only cellular or pager offerings. Network coverage shall include each of the following for originating and terminating telecommunications: the National Capital Region (NCR), nationwide, and international. The intended customer base will be Department of Defense (DoD) components in the NCR which currently use 12,000 cellular phones and 26,000 pagers. The largest concentrations of telecommunication devices are in Fairfax and Arlington Counties, Virginia; the Pentagon; and the District of Columbia. The cellular phones will be transferred to the BPAs while the pagers may opt to continue acquiring service from their current GSA contractor. For devices that will transfer to a BPA, the Government seeks to exchange its Government-owned devices with comparable devices having equivalent capabilities at no cost to the Government; however, the Government intends to be receptive to alternatives. The BPAs will allow contractors to offer their full product line lists. Payment will be made either directly via credit card or through consolidated invoicing. Both direct and consolidated invoiced orders will be placed through the contractor's website. There will be a maximum of two BPAs for consolidated invoicing: one to a cellular provider and one to a pager provider. The Government intends to establish multiple direct invoicing (credit card payment) BPAs. Vendors may submit a quotation for either direct invoicing or consolidated invoicing, or both. The consolidated invoicing will require specific invoice data elements and formats, and electronic interfacing with the Government's system for order processing. Vendors who quote on consolidated invoicing BPAs will be required to pass tests of specified system capabilities to be eligible for establishment of a BPA. The applicable Standard Industrial Classification number is 4812, Radiotelephone Communications. Sources interested in receiving a copy of the solicitation shall send an e-mail to BrownBA@hqda.army.mil and include the name, telephone number, and e-mail address to which an e-mail notification of solicitation issuance should be sent. This solicitation will be issued electronically in accordance with FAR 4.501 and 5.102(a)(7) therefore hard copies will not be provided. Vendors wishing an electronic copy may download it by accessing the following address via the Internet: http://dssw.army.pentagon.mil/dssw/. Vendors will be notified when the solicitation is issued and available for downloading. The notification will be sent to the e-mail address submitted in response to this synopsis. Caution: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to contact quoters if an amendment is issued. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of quotations may render your quotation nonresponsive and result in the rejection of same. Reference Synopsis Item Number 10, the subject solicitation is expected to be issued about 29 September 2000 with quotations due 30 days after issuance. Questions and/or comments pertaining to this intended solicitation shall be held until issuance of the solicitation and formally submitted as part of the solicitation process.
