- This is a notice of intent to enter into a sole source purchase order under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, with The Integrated Manufacturing Technology Initiative (IMTI) of Oak Ridge, Tennessee under the authority of FAR Subpart 13.106-1(b). IMTI is a not-for-profit partnership of public and private stakeholders representing multiple industry sectors and formed to facilitate collaborative research and development (R&D) and to deliver solutions in support of the technology roadmaps produced by its predecessor, the Integrated Manufacturing Technology Roadmapping (ITMR) project. Further, IMTI seeks cross-cutting solutions to strategic challenges facing the U.S. manufacturing sector. IMTI is the only organization in the history of the U.S. to have created such a comprehensive strategy for the manufacturing community. The National Institute of Standards and Technology (NIST), Advanced Technology Program (ATP), Information Technology and Applications Office (ITAO) desires to leverage this unique body of work by contracting with the uniquely qualified IMTI to create an electronic knowledge-based representation, called the "Manufacturing Analyst for Science and Technology (MAST) system." The MAST system would create a distributed knowledge base that maps the Integrated Manufacturing Technology Roadmap onto the existing set of distributed databases of national manufacturing research programs and, combined with the IMTI manufacturing taxonomy, would provide a uniquely valuable resource and service to the NIST ATP ITAO. The estimated award date is 10 days after publication of this notice. Interested parties may identify their interest and capability to provide the required efforts according to the aforementioned requirements. This notice of intent is not a request for competitive quotations; however, NIST will consider all responses received by September 22, 2000. A determination by NIST not to compete this proposed requirement based upon responses to this notice is solely within the discretion of NIST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
