- Description
- Westinghouse Savannah River Company (WSRC), the managing and operating contractor for the U.S. Department of Energy's Savannah River Site (SRS) near Aiken, South Carolina, is seeking technologies to bio-remediate the pesticide contaminated Ballast Area which is adjacent to the Chemicals, Metals and Pesticides (CMP) Pits. During the earlier years of operations at SRS, waste disposal practices often consisted of burying unwanted materials in unlined pits and trenches. Since the enactment of environmental laws, these buried waste sites have been incorporated into the site-wide environmental restoration program and are scheduled for clean up under the Comprehensive Emergency Response, Compensation and Liability Act (CERCLA). The CMP Pits were originally used for disposal of pesticides including DDD, DDE and DDT, industrial solvents and abandoned lighting equipment. No radioactive components or materials were ever disposed into the pits or surrounding area. In the early 1970's all of the chemical drums and miscellaneous equipment was dug up from the CMP Pits and removed for storage elsewhere. The Ballast Area was used for staging during this operation and the surface soils became contaminated (to one-foot depth) principally with the pesticides, although some limited Polychlorinated Biphenyl (PCB) contamination is also evident. Maximum pesticide concentrations in the Ballast Area Soils are DDD at 1,870 mg/kg, DDE at 1,340 mg/kg and DDT at 115,000 mg/kg, which significantly exceed the recommended remedial goals (RGs). The Environmental Restoration Division (ERD) of WSRC is scheduled to begin a remediation action of the CMP Pits Ballast Area in 2001. This remediation action will consist of physical removal of the small quantities of the PCB contaminated soils, preferably followed by in-situ bioremediation of the much greater volumes of the pesticide contaminated soils. ERD will be responsible for the physical removal of the PCB contaminated soils, but is interested in soliciting the services of qualified contractors to perform the bioremediation action on the remaining pesticide contaminated soils under a CERCLA Treatability Study regulatory framework. The intended time frame for this Treatability Study would be for a field start to begin during the first quarter of CY2001with an anticipated duration of 18 months. Available characterization data for the Ballast Area estimates the total volume of pesticide contaminated soils to be 4000 yds3, with RGs of 490 mg/kg for heptachlor, 50 mg/kg for dieldrin, 60 mg/kg endrin, 10 mg/kg for DDD, 20 mg/kg for DDE and 60 mg/kg for DDT. Interested vendors should submit a detailed description of their technology with an explanation of how the destruction of these chlorinated pesticides can be achieved by bioremediation. Questions regarding this request must be received not later than September 27, 2000. Submittals shall include (1) technology name; (2) technology provider; (3) technology description; (4) description of previous use at other DOE or commercial locations and (5) name, address, telephone and e-mail point of contact. Information provided under this request is not considered an offer. This information will only by used to assist the Government in planning the acquisition.
