Description
This is a combined synopsis/solicitation for commercial items/service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation F09609-00-Q-0016 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-19. Dobbins Air Reserve Base, (Marietta) Georgia is soliciting for Aircraft cleaning services. The Contractor shall perform full exterior wash and rinse on C-130H Aircraft, and others as required, on an on-call basis to include the fuselage, empennage, and wings. The requirement also includes cleaning the C-130H cargo ramp and door, including the sloping longerons, interior skin, ribs and stringers in the latrine area. Chemicals used for aircraft wash will comply with Military specifications. The contractor will ensure only Qualified Products Listed (QPL) products are used. The contractor is not allowed to introduce any un-approved additives to the aircraft cleaning process. Containers will be labeled as to content, and specifications. To ensure compliance, the contractor will submit Material Safety Data Sheets (MSDS) for approval prior to work beginning. The Contractor is responsible for proper storage and disposal (off base) of all chemicals and equipment at the end of the workday. There shall be no storage of, or disposal of chemicals on base. Any combustion type pressure washing equipment shall be parked and operated outside of any hanger enclosure. Brush scrubbing shall be required to clean high soiled areas. Abrasive pads will not be used on windows. The Government will accomplish the prewash preparation and post wash lubrication requirements IAW 1C-130A-23CL-1. The Government will provide the location to accomplish aircraft wash. The Government will provide all electrical and water requirements. The Government will provide two (2) B-5 stands and two (2) B-1 stands, as required to enable the contractor to perform aircraft washes. The Government will provide refuse collection. All work shall be in accordance with (IAW) applicable technical orders and checklists, 1-1-691, 1C-130A-23, and 1C-130A-23CL-1. Period of performance shall be for fiscal year 2001 (01 Oct 00 through 30 Sep 01). Standard Industrial Classification (SIC) Code for this procurement is 4581; size standard $3.5. This procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 12. The provision at FAR 52.212-1, Instructions to Offerors_Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR). Evaluation of quotes will be in accordance with FAR clause 52.212-2, Evaluation_Commercial Items, and based on price and technical evaluation of product information furnished with the quote. Quotes shall include a completed copy of FAR clause 52.212-3, Offeror Representations and Certifications_Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions_Commercial Items, shall apply. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders_Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are: 52.222-26, 52.222-35, 52.222-36 and 52.225-3. The full text of all FAR clauses may be accessed electronically at: http://farsite.hill.af.mil. A site visit will not be conducted. All interested parties should submit a written quote, per job/wash, to 94LG/LGC, 1538 Atlantic Avenue, Dobbins ARB, GA 30069-4824.
