- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Telephone requests for information will not be accepted. Solicitation number 00-Q-087 is issued as a Request for Quotation (RFQ). All references to "offers" are understood to be "quotations." The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This action is a 100% set-aside for small businesses. The SIC code is 7381, and the small business size standard is $9 million dollars per year. The U.S. Secret Service has a requirement for a contractor to provide fingerprint-related services. The contractor shall provide fingerprint-related services for the U.S. Secret Service, Forensic Services Division at their office located at 950 H Street, NW, Washington, D.C. from the date of award through September 30, 2001. These services shall include the following duties: 1) fingerprint development utilizing established Secret Service protocol, which is set forth in the manual of fingerprint development techniques (contractor will be provided with a copy of the manual); 2) to comparison and identification of latent prints in a timely manner and other fingerprint related duties. The contractor shall complete each assignment within three hours, at a minimum of 2.5 assignments per workday. As training will not be provided, the contractor must have knowledge and experience in latent print development, comparison and identification. The Secret Service will provide a workstation along with all necessary supplies and equipment. The contractor will be utilized on an "as-needed" basis to supplement the existing staff efforts during heavy workload periods. Work hours will be scheduled by the Branch Chief, Identification Branch, Forensic Services Division, between the hours of 6:00 AM and 6:00 PM, Monday through Friday. The Government will make payments via electronic funds transfer through the Automated Clearinghouse (ACH) Payment System. The Government reserves the right to make multiple awards from this solicitation. The Government intends to award a firm fixed price contract, to the offeror whose quotation is technically acceptable and will be the most price advantageous to the Government. All responsible offerors shall mail, fax or email quotes to the U.S. Secret Service, Procurement Division, 950 H Street, NW Suite 6700, Washington, DC 20373, Attn: Kathleen S. Wilson; no later than the 12:00 P.M. (noon) Monday September 25, 2000. Award is anticipated within thirty (30) days of receipt of quotes. The following Federal Acquisition Regulation (FAR) clauses are applicable: 52.212-4 Contract Terms and Conditions -- Commercial Items (May 1999); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 1999). The following additional clauses cited in 52.212-5 that apply to this acquisition are: (1) 52.203-6 Restrictions on Subcontractor Sales to the Government; (11) 52.222-21 Prohibition of Segregated Facilities; (12) 52.222-26 Equal Opportunity; (13) 52.222-35 Affirmative Action for Disabled Veterans; (13) 52.222-36 Affirmative Action for Workers with Disabilities; (15) 52.222-37 Employment Reports on Disabled Veterans and (22) 52.232-33 Payment by Electronic Funds Transfer. Offerors must include a signed copy of the Representations and Certifications with their quotation.
