- Description
- The IRS is seeking SMALL BUSINESS sources (in SIC No. 7379 or NAISC No. 541519) with the capability to provide storage and round trip transportation of round reel (approximately 100)cartridge magnetic computer tape (approximately 2,000) files and some paper documents (less than 250 linear feet) for the IRS Detroit Computing Center (DCC), 985 Micigan Ave., Detroit, MI. The facility must be a secure, remote, off-site location. The resulting contract will be for a base year, commensing on April 1, 2001, with the potential for four one-year renewable option periods. The storage site must be within a 50-mile radius of the DCC, allowing for a one-day turn around should a computer tape need to be returned from the site. The off-site storage facility shall: be located in close proximity to police and fire stations; be completely unmarked, and located at least 100 yards from flood plains and known geologic fault lines; not be in the direct flight path of an airport; not be located within one mile of above ground natural gas, petroleum or water tank storage facilities; and not be within one mile of an operation in which blasting takes place (construction site or quarry). The Offeror's facilities must meet certain minimum, independently established guidelines for physical, fire, magnetic, environmental and electronic security to assure the protection of information placed in storage. Since many of the required attributes are not easily validated upon visual inspection, independent certification from a registered professional engineer or architect is required to be in an Offeror's proposal submission when a submittal date for such documentation is specified. The offeror's facilities, handling procedures and vehicles shall meet or exceed the standards that have been established by at least the following organizations for the protection and handling of magnetic media: National Fire Protection Association (NFPA); Natioinal Institute of Standards and Technology (NIST); American National Standards Institute (ANSI); Department of Defense (DoD); National Bureau of Standards (NBS); Underwriters Laboratories (UL); and Nuclear Regularoty Commission (NRC). these services shall include the daily (7 days per week, 52 weeks per year, including holidays) pickup and delivery of media, approximately 60 shipping containers weekly, and when necessary, the shipment of materils to and from the DCC's designated Recovery Operatiions Center (ROC), also referred to as the "HOT SITE" in North Bergen, NJ. All small businesses should respond to this request in writing. responses must be received by 2:00 p.m. on October 4, 2000. The responses should contain a detailed narrative identifying the scope of past and current services contracted for within the past three years and describe capabilities to perform the services described in this synopsis. The response should include, but not be limited to the following: (1) business size status; (2) number of years in business; (3) number and dollar value of tape and data storage contracts performed in the past: and (4) point of contact, including name, title, address, telephone and telefax number, and email address. Firms should ensure that their responses are complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. Only firms having relevent experience performing similar services will be considered qualified for award.
