Description
The Bureau of Public Debt, Access Board, intends to acquire through commercial item simplified acquisition, on a sole source basis, grapic design services to develop a new design from the Society of Environmental Graphic Designers (SEGD) as follows. The United States Architectural and Transportation Barriers Compliance Board (the Access Board) is an independent Federal agency charged with developing accessibility guidelines for buildings and facilities, for telecommunications facilities, and for electronic and information technology. The Board also commissions research, produces technical assistance materials, and delivers training to design professionals and others who must implement the Board_s guidelines. Much of this work requires the use of text and graphics in print form. The Board has adopted this mission statement to guide its programs: The Board is the catalyst for achieving an accessible America. The statement recognizes that achieving an accessible America requires bringing together public and private sectors. The Board has established four long-range goals for its programs: 1)take a leadership role in the development of codes and standards for accessibility; 2)work in partnership with agencies and others to make the Federal government a model of compliance with accessibility standards; 3)be known as the leading source of information about accessibility and disseminate that information to customers in effective ways; and 4)anticipate technology and future trends affecting accessibility. The Board wishes to develop a new and more appropriate graphic expression, including both logo and text, for its family of print materials. The new scheme should reflect the Board_s professionalism and high purpose as the only Federal agency whose mission is to further accessibility in the built environment and in communications and electronic technologies. The graphic design shall maximize legibility for readers with low and impaired vision, be easily produced as large print, Braille, ASCII, and electronic formats with a minimum of additional coding, and shall be highly legible when faxed or photocopied. In addition, the Board wishes to use this opportunity to educate graphic design professionals on the characteristics of accessible print products. The Board intends to obtain the graphic design products it requires through an industry competition developed and managed by the Society of Environmental Graphic Designers (SEGD). The winner of the competition will produce the graphic design materials needed by the Board. SEGD will develop, market, and manage a competition among graphic designers that will identify 3 to 5 winning design schemes from which the Access Board will select one for further development into the design products the Access Board requires. Competition winners will be identified at the SEGD annual meeting in May 2001. SEGD will work with The Lighthouse in New York City and with the Access Board to research and develop a 4-page publication outlining design guidelines for accessible print products. The guidelines will be included in the information packets provided to competition participants and will form the basis for evaluating competition entries. The guidelines will also be available to the Board as a technical assistance publication. SEGD will oversee final development of the print and electronic products needed by the Board and will coordinate the work of the subcontractor selected to complete the project. SEGD will ensure Board input into the development process and will include Board review and approval of design and template drafts in project scheduling. The selected subcontractor will provide the following products to SEGD for the Board: PREPRINTED -- letterhead and envelopes (business: regular and window) -- 9x12 envelopes -- business cards_certificates and awards_government ID badges WORDPROCESSING TEMPLATES -- annual report -- technical assistance bulletins -- meeting agendas_newsletter -- publication covers/typical page layouts. PRESENTATION TEMPLATES_overhead transparencies_electronic slide shows/presentations (including print handouts). OTHER_Camera-ready art of individual elements (e.g., logo, seal) and text blocks (agency name/address/telephone etc.) in a range sizes and electronic versions of same for resizing for miscellaneous use. GRAPHIC DESIGN CRITERIA_Legible to low vision readers (font, color, contrast, glare)_Easily converted to alternate formats (large print, Braille, HTML, ASCII, audiocassette)_Retains clarity when photocopied/faxed_Easily read under assistive device magnification (line length, spacing, format)_Conveys the mission of the Access Board_Portrays a consistent and professional image of the Board_Compatible with hardware/software used in-house by the Board_Accessible to screen-reading software. As an option, if selected by the Board, SEGD shall produce a technical assistance publication outlining the features of legible graphic design and accessible alternate formats, using the competition materials, submittals, and the Board_s own products as a case study/demonstration project. TASKS AND DELIVERABLES A: DEVELOP GRAPHIC DESIGN COMPETITION-Consult with Board staff-Plan and schedule, Research accessible graphic design guidelines, Develop competition materials Information packet. B: CONDUCT COMPETITION Marketing-Publish in industry documents, Mailing(s) as necessary, Distribute information packets. Management-Receive entries, Jury entries (with Board), Conduct awards ceremony. C: MANAGE AWARDEE PRODUCT DEVELOPMENT AND DELIVERY Consult with Board staff-Review and approvals plan, Develop print/electronic products-Draft copy for letterhead, business and window envelopes, and business cards; Corel WordPerfect 9.0 templates; Corel Presentations templates, Present for Board review and approval-Meeting(s), Finalize approved scheme-Camera-ready art; electronic files. D: OPTIONAL: PRODUCE CASE STUDY PUBLICATION Incorporate guidelines and competition entries-Draft publication, Revise draft text as required by Board review-Final draft copies in accessible formats.The Board and the contractor will mutually agree on dates for receiving comments on deliverables and making necessary revisions to deliverables based on the comments. All affirmative responses must be in writing and must be accompanied by sufficient documentation to clearly show ability to comply with all the above requirements. If no affirmative written response is received within 10 days, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through the proposed contractor, a sole-source award will be made. IT IS A PROJECT TO EDUCATE GRAPHIC DESIGNERS ON THE ELEMENTS OF ACCESSIBLE GRAPHIC AND PRINT DESIGN BY CONDUCTING A COMPETITION TO DEVELOP A GRAPHIC DESIGN EXPRESSION FOR A FEDERAL AGENCY WHOSE MISSION IS ACCESSIBILITY. IT REQUIRES A CONTRACTOR THAT IS A NATIONAL ORGANIZATION WITH DEMONSTRATED EXPERTISE IN PRINT AND ELECTRONIC ACCESSIBILITY, WELL-CONNECTED TO INDIVIDUALS AND FIRMS IN THE GRAPHIC DESIGN COMMUNITY, AND ABLE TO MANAGE THE EDUCATION, MARKETING, AND AWARD OF SUCH A COMPETITION. SEGD WILL BE MARKETING THE COMPETITION IN THEIR MAGAZINE AND IN MAILINGS TO THEIR MEMBERSHIP PROBABLY SOME TIME IN NOVEMBER. SEGD WILL GIVE CASH PRIZES TO 3-5 CONTESTANTS OF WHICH ONE WILL BE COMMISSIONED TO DEVELOP THEIR IDEA INTO LETTERHEAD, ENVELOPES, ETC.
