- Description
- The General Services Administration (GSA) is soliciting proposals from design-build firms, partnerships, or joint-ventures, through full and open competition, a for construction of a Child Care Center at the Social Security Administration (SSA) Headquarters in Woodlawn, Maryland. The building will be a one-story facility of approximately 3,200 SM, housing about 300 children. The RFP will contain a design approximately 40% complete. Wholesale design changes are not required by the contractor, however, there are areas in the design that need to be refined as part of the design process and investigated to increase the value of the final product and decrease its cost of construction. The total cost for the project shall not exceed $6.1 million dollars. The facility must be available for full beneficial occupancy no later than March 20, 2002. The A/E services may include, but will not be limited to, review of existing documentation, review and incorporation of issues outlined in the RFP and, complete design services, computer-aided design and drafting (CADD), working drawings, construction documents, specifications, construction services (submittal review, on-site inspections, etc.)and post construction services. The estimated design contract start date is December 2000. The project will be designed and constructed in metric, System International (SI) units. As much as possible, the project shall be designed to meet the Bronze standard as defined in the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Green Building Rating System. GSA's CAD Deliverables Policy will be incorporated as a requirement of the awarded contract. You may access the CAD Deliverables Policy on the Internet at http://www.pbs3.gsa.gov. (Select "Vendor Information" and choose the link to the CAD Policy. Specifications, reports, databases, and similar items shall be submitted in native MSOffice 97 format at a minimum. The project will be procured using Source Selection procedures, which will result in a firm-fixed price award to the Offeror who provides the "best value" to the Government. (Technical ability will be more important than price.) The Source Selection evaluation factors are listed in descending order of importance as follows: Offeror's Past Experience, Design and Construction Alternatives, Project Delivery Plan, Project Team, Interview, Subcontracting Team, Build-Green and Small Business Subcontracting Plan. In accordance with Public Law 95.507, the successful Offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals and woman-owned businesses, to participate in the performance of this contract. A subcontracting plan must be provided with the proposal and accepted prior to award. Small businesses are not subject to this requirement. This full and open procurement is made under the Small Business Competitive Demonstration Program and all responsible firms are invited to submit a proposal. A pre-proposal conference to discuss project objectives and to answer questions will be held on October 4, 2000. The specific location will be contained in the RFP. The RFP is scheduled to be posted on the website: http: www.eps.gov approximately the week of September 25, 2000. Specifications and drawings must be ordered from Reproduction Specialities Inc. Payment MUST be submitted with the request for documents. Make certified check, company check or money order payable to Reproduction Specialities, Inc. No personal checks will be accepted. Documents will be approximately $200.00 per set (plus shipping). Solicitation provisions, required forms, clauses and instructions to Offerors will be posted on GSA's electronic posting system
