- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a 100% small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-19 (25 Aug 2000) and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 Edition, current to DCN 20000831. It is anticipated that payment will be made by Government VISA Credit Card. The Standard Industrial Classification (SIC) is 3711 with a size standard of 1000 employees. This requirement is being issued under the Simplified Acquisition Procedures (SAP) as Brand Name or Equal in accordance with the Federal Acquisition Regulation (FAR) 52.211-6. The contractor's proposal shall consist of Contract Line Item Number (CLIN) 0001, COUGAR MRV 4X4 MINE & BALLISTICALLY PROTECTED VEHICLE (Quantity of Two) in accordance with the following salient characteristics: C.1 Based on GMC C Series 7,500 diesel Caterpillar powered 3126 engine. C.2 Allison automatic transmission. C.3 Armour 7.62 x 51mm ball protection. C.4 Glass 7.62 x 51mm AP protection. C.5 Two TM 57 (30 lbs) AT mine protection under any wheel. C.6 Single TM 57 (15 lbs) AT mine protection anywhere under the hull. C.7 Engine fitted with a ballistic grill. C.8 All exterior components such as fuel tanks protected with armor. C.9 Seating for driver, co-driver and six passengers all facing forward. Six rear passenger seats adjustable and removeable with four point seat belts. C.10 Additional air conditioning fitted for Yuma conditions which will include additional heating. C.10.1 Coleman roughneck 7433 series 13,500 BTU cooling capacity, electrical rating 115V 60 Cycles 1 phase mounted on roof with plug receptacle mounted externally on vehicle to connect to external 115vac outlet. C.11 Michelin 1100R20 XZL tires. C.12 15 gallon stainless steel water tank fitted. C.13 Two 35 gallon protected fuel tanks per vehicle. C.14 Two rear mounted antenna mounts fitted. C.15 Front and rear pindel type tow hooks fitted. C.16 Front and rear recovery & tie down points fitted. C.17 Tool and wheel change kits supplied. C.18 Tool Bin Fitted. C.19 Seed screen fitted in front of radiator. C.20 Roof hatches fitted (one per seat). C.21 Additional bins fitted (two extra side bins per vehicle). C.22 GPS antenna mount fitted (mount will be supplied by U.S. Army Yuma Proving Ground). C.23 A service manual shall be provided for each vehicle. C.24 Technical literature for other than the brand name specified and warranty information must be provided with your proposal. Delivery date for these two vehicles is 150 days from date of order. All quotes shall be clearly marked with RFP number DAAD01-00-R-0018 and emailed to Cesar.Reta@yuma-exch1.army.mil no later than 3:00 PM MST, September 21, 2000. Offers that fail to furnish required representations or technical information as required by 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government based on technical acceptability and price. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 "Instruction to Offerors Commercial Items" (Mar 2000). NOTE: In order to complete the Representation and Certifications for the following referenced provisions you may go to the Air Force Web Site at http://farsite.hill.af.mil/VFFAR1.HTM, locate the referenced clause, copy and paste it to a Word document and complete. FAR provision 52.212-3 "Offeror Representations and Certifications" (Feb 2000) with its Alternate I (Oct 1998) and DFARs 252.212-7000 "Offer Representations and Certifications-Commercial Items" (Mar 2000) apply to this acquisition.
