Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (94-M-APHIS-00) is issued as a request for proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15. This solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 97-19. The SIC Code is 3433. Less than 500 employees. This is a 100% small business set aside. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), has a need for four (4) heavy duty incinerators, temperature probes, and recorders. One (1) each (incinerator, temperature probe, and recorder) are required for each of the following 4 locations in the state of Texas: Weslaco, Hidago, Pharr, and Laredo. Prices shall be f.o.b. Destination and include fright, installation. Removal of the existing incinerator is required at the Laredo location. Delivery shall be within 120 days after the effective date of the contract. BRAND NAME OR EQUAL SPECIFICATIONS: Incinerator International Incorporation, Houston, Texas, Model 200-CA Destructor, temperature probe, and recorder, or Equal. SALIENT CHARACTERISTICS: Factory prepipe and prewire; dual chamber (upper chamber must burn at 1600 degrees Fahrenheit); must burn at a minimum 100 lbs. per hour and maximum 200 lbs. per hour; all manufacturer's specifications, model and serial number must be transmitted to environmental contractor upon delivery; installation; and provide manufacturer authorized training at each delivery site. The following FAR clauses and provisions are hereby incorporated into this solicitation by reference and are in full force and effect; 52.212-1, Instructions to Offerors-Commercial (NOV 1999); 52-212-2, Evaluation -- Commercial Items (JAN 1999), 52.212-3; Offeror Representations and Certifications- Commercial Items (OCT 1999) (Offerors shall complete and include a copy with their offer); 52-212-4, Contract Terms and Conditions-Commercial Items (MAY 1999); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (MAY 1999), 52.236-7, Permits and Responsibilities (NOV 1991); and, 52.237-1, Site Visit (APR 1984). The Contractor shall provide standard commercial warranties, including extended warranties, for repair and replacement of products purchased under this contract.
