Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A quantity of one (1) High Resolution Gas Chromatograph/High Resolution Mass Spectometer (HRGC/HRMS)with mechanical, electrical, optical and computing/controlling components that are interchangeable with an existing KRATOS Concect HRMS, and capable of meeting or exceeding the following requirements: 1) The system must be capable of merasuring 10 ions (as specified in EPA's Method 1613) for native and 13C labeled TCDD and TCDF and an appropriate lock mass in the HR-MID mode at 10,000 resolution and provide a S/N ratio greater than or equal to 10:1 at mass 319.8965 from 100 femtograms of native 2,3,7,8-TCDD when injected together with 5pg of 13C TCDD. Reproducibility of the ion ratio of M/Z 320/322 and all other diagnostic ions specified in Method 1613 will be 15% of theoretical; 2) The system must be capable of measuring 8 ions (as specified in EPA's Method 1613) for native and 13C labeled OCDD and native OCDF and an appropriate lock mass in the HR-MID mode at 10,000 resolution and provide a S/N ratio greater than or equal to 10:1 at mass 457.7377 from 0.5 picograms of native OCDD when injected together with 10 picograms of 13C OCDD; 3) The system must be furnished with a dioxin sofware package with proven capability results documented by customer/consumer use and will automatically generate data using internal standards and surrogate standards, relative response factors, and calculate isotope ion ratios and other data required in EPA Method 1613; 4)One year warranty covering all parts, (non-consumable), labor and travel; 5) Off site training course for one person and five ful days of on site training after the installation and the users have had time to become familiar with the system; 6) Unlimited free telephone technical support; 7) Installation of the latest versions of software compatible to the system free of charge for a period of three (3) years after the warranty expiration. This requirement is being issued as a Request For Quotation under number RFQ-GA-00-00043. Award will be made on a purchase order. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquistiion Circular 97-17. Delivery Shall be made to the U. S. EPA, 980 College Station Road, Athens, GA 30605 within 60 calendar days of issuance of a purchase order. The following provisions are applicable to this requirement: 52.212-1, Instructions to Offerors -- Commercial; offerors are required to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer; clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies; Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies; Clause 52.212-2, Evaluation-Commercial Items applies. For the purpose of this requirement, offers will be evaluated against their ability to meet or exceed in the performance of the above requirements. Evidence supporting this requirement, and hard copies of data that demonstrate the ability of the system being offered to meet or exceed these requirements must be submitted with any offer in order to be considered. Award will be made to the lowest priced, responsive, responsible offeror whose offer meets or exceeds the above requirements.
