Description

17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is issued as a request for quotation (RFQ0010). The solicitation document and incorporated provisions are those in effect through Acquisition Circulars #18. This acquisition is being conducted as a Small business set-aside. The NIAID intends to procure one (1) Typhoon 8600 and PC Workstation to include a one (1) year service agreement. The Typhoon 8600 Variable Mode Imager is a multi-color fluorescence, film less autoradiography and chemiluminescence's Imager. DNA, RNA and protein samples, users may choose from four (4) color fluorescent labeling techniques for maximum data quality and they are: (1) Storage phosphor autoradiography, (2) Direct green excited fluorescence; (3) Direct red excited fluorescence; (4) chemiluminescence's. The SIC code is 3821. This is a large Business $5,000,000.00 Specification and required features: (1) Pixel size; 200,100 and 50 microns, selectable; (2) Single or dual channel scanning time; (3) Four channel linked Scanning time; (4) Spatial resolution to include, storage phosphor autoradiography 2 line pairs/mm, green excited fluorescence 5 line pairs/mm and red excited fluorescence line pairs/mm; (5) Linearity shall be no more than 7.5% relative standard deviation for the entire dynamic range; (6) Linearity dynamic range-five orders of magnitude (100,000:1); (7) Software, this shall use scan control software and ImageQuant image analysis software for Ntor Macintosh; (8) Power requirements for the Typhoon 8600 shall be 115/230 volts (auto switching) and for the Image Eraser shall be 115/230 volts; (9) Weight and Dimensions for this system shall be 350 pounds uncreated and the dimensions for the Typhoon 8600 shall be 48 cm (height) x 118 cm (width) x 78 cm (depth). The dimensions for the Image Eraser shall be 63.5 cm (height) x 42 cm (width) x 32 cm (depth). Delivery shall be to the National Institutes of Health, 9000 Rockville Pike, Bethesda, Maryland, 20892, F.O.B. destination. The provision at 52.212-2, Evaluation of Items, applies to this acquisition. Bids will be evaluated on the following criteria, the ability to meet the technical specifications as stated above. The government intends to make a Best Value Buy to the responsible Offeror whose offer is most advantageous to the Government. Evaluations include: (1) The technical capability of the item offered must meet the agency needs, (2) Price. Warranty information to include period. Coverage shall be stated, (3) Offerors must include with their offer certification that all hardware/software offered are Y2K compliant. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-1, Instructions to Offerors and clause 52.212-3, Offeror Representations and Certifications- Commercial Items applies to this acquisition. The clause at 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition.
