Description
This is Amendment 0004 to combined synopsis/solicitation DAAD16-00-T-1141, for commercially available Concealable Stab Protective Body Armor (CSPBA) which was advertised on August 16, 2000, amended by amendment 0001 on August 31, 2000, amendment 0002 on September 6, 2000, and amendment 0003 on September 13, 2000. The following changes shall be incorporated into the combined synopsis/solicitation: Delete the following down-selection plan which the 60 CSPBA (CLINs 0001AA and 0001AB) were to be evaluated for (posted in the CBD on August 16, 2000): "Items will be technically evaluated and field-tested for the following criteria: ballistic and stab protection, concealability, weight, and human factors to include user acceptance/preference and durability. Ballistic and stab protection is the most important criteria, but concealability, weight, human factors, including the user acceptance/preference and durability are of equal importance to each other." In its place, insert the following down-selection plan which the 60 CSPBA (CLINs 0001AA and 0001AB) shall be evaluated for: Items will be technically evaluated and field-tested for the following criteria: ballistic (at different conditions (Army Regulation 70-38)) and stab protection, concealability, weight, and human factors to include (but not limited to) the following criteria: background questionnaire (user/wearer's demographics and experience with concealable body armor), durability, fit, comfort, ease of donning and doffing, interference with mission activities and equipment, flexibility, launderability of carrier, design and user acceptance/preference. Ballistic and stab protection is the most important criteria, but concealability, weight, and human factors to include the above criteria are of equal importance to each other. The user evaluation will be conducted as a blind test. Delete the following evaluation factors for the evaluation of quotations, which were posted in the CBD Amendment 0001 on August 31, 2000: "The Technical area is greater in importance than the Price Area, which is slightly more important than the Warranty area which is slightly more important than the Past Performance area. All evaluation areas other than price, when combined, are approximately equal to price." Replace with the following: The Technical area is greater in importance than the Price area, which is slightly more important than the Warranty area, which is slightly more important than the Past Performance area. All evaluation areas other than price, when combined, are significantly more important than price. The Request for Quotation due date of September 19, 2000 remains unchanged.
