- Subject: Follow-On Acquisition for Organizational-Level Maintenance of the Command and Control Switching System, Solicitation Nr F42600-99-R-BBBBA 1. OO-ALC/LHKC will be hosting an Industry Day, 29 Aug 2000, to obtain comments on the follow-on acquisition of Organizational-Level Maintenance (O/M) for the Command and Control Switching System (CCSS). This acquisition will be to obtain on-site support at various worldwide CCSS sites. Required O/M support includes scheduled, unscheduled, and preventative maintenance; and moderate installation. This industry day is open to all interested parties who respond to this notice. Participants must register with OO-ALC/LHKC, Linda Andrews, (801) 586-1230 or Capt Mark Coluzzi, (801) 586-3733 prior to 27 Aug 2000. 2. Please be prepared to discuss the following: a. Contract Type -- Fixed Price Level-of-Effort, Cost, Time and Material, etc. What is the most/least preferred, why? b. Period of Performance -- Make recommendations on contract length, total (including options), option periods -- length and number, along with rationale. c. CLIN Structure -- Make recommendations on CLIN structure. d. Requirements -- A Work Description Document will be provided for your review when you register. General requirements, as well as site specific requirements will be reviewed. e. Start Up Costs/Transition Costs -- Identify what type start-up and/or transition costs you would anticipate. f. Risk Analysis -- Identify risks, mitigation. g. Identify if your company is a large, small or small disadvantaged business. (SIC 7629, size standard $5M). 3. The following is the original sources sought synopsis posted 25 Aug 1999: 99 -- COMMAND AND CONTROL SWITCHING SYSTEM (CCSS) ORGANIZATIONAL- LEVEL MAINTENANCE (O/M) SUPPORT SOL F42600-99-R-BBBBA POC For copy, Christy Smittle/Lhk/[801]777-8689, For additional information contact Christy Smittle/Lhk/[801]777-8689 SUBJECT: Sources Sought/Request for Information (RFI) for providing Organizational-Level Maintenance (O/M) Support on the Command and Control Switching System (CCSS). OO-ALC is requesting information from interested industry parties about a potential requirement for O/M Support on the Command and Control Switching System (CCSS). Raytheon Systems Company (RSC) has supported this system under a similar contract for the past five years. The Command and Control Switching System (CCSS) is a state-of-the-art, multilevel security, digital telecommunication switching system developed for military command and control facilities. Some equipment covered in this solicitation are critical to the National Military Command Authority; requirements imposed on this effort are commensurate with this high level of criticality. This acquisition establishes on-site support at numerous CCSS sites located worldwide. Required O/M support includes scheduled, unscheduled, preventive, and corrective maintenance, as well as moderate installation. CCSS equipment consists of Raytheon's Original Equipment Manufacture (OEM) line of secure switches, including the Secure Digital Switch (SDS) and Digital Small Switch (DSS) families, and associated equipment, including items not manufactured by Raytheon (including cryptographic equipment, IDNXs, and channel banks). Support is required for all hardware, software, and firmware provided by Raytheon on previous contracts or purchased under separate contracts. The contractor is expected to provide all personnel, equipment, tools, materials, and supervision to perform maintenance of the CCSS. Your response to this RFI should describe your technical approach for providing depot logistics support to the CCSS. Your response should include a description of your past experience with the Raytheon line of switches used in the CCSS and identify any major cost, schedule, and risk drivers associated with your technical approach. The Air Force is in the sustainment phase of this weapons system's lifecycle. Any cost information provided in response to this RFI will not be binding. The government does not intend to award a contract on the basis of the request or to otherwise pay for the information requested except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and Proposal Costs. It is anticipated that all information received in response to this RFI will be unclassified. All data received in response to this RFI marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Respondents will not be notified of the results of the Government's review of their responses. Interested parties must respond in writing.
