- AERIAL REFUELING PART TASK TRAINER SOL F42630-00-R-2020 Nila J Hatch/YWK/[801] 777-8415, For additional information contact Nila J Hatch/YWK[801] 777-8415 Synopsis, C-5/C-141 Air Refueling Part Task Trainer (ARPTT) 1. The government intends to establish a contract for Contractor Logistics Support (CLS) and the operation of a Training System Support Center (TSSC). The government plans to meet with industry to discuss the requirement and receive early industry input. The meeting will be 26-28 Sep 00. The date, time and place for this meeting as well as information about this requirement will be posted on the Website located at: http://contracting.hill.af.mil/html/sourcessought/SSHP.htm 1. The CLS minimum requirements are: A. The contractor shall provide fully qualified CLS personnel necessary to provide total maintenance and logistical support of the C-5/C141 ARPTT systems located at six (6) sites within the continental U.S. (Altus AFB, OK; McChord AFB, WA; McGuire AFB, NJ; Memphis ANG, TN; Travis AFB, CA and Wright-Patterson AFB, OH). B. These systems must be maintained at a minimum of 95% availability including all associated equipment. 2. The contractor shall also provide personnel with the skills and knowledge required to effectively manage and operate a Training System Support Center (TSSC). They shall manage and maintain configuration control on all data associated with the ARPTT program. 3. There is a potential requirement for future modifications to the systems as well as an as-needed requirement to move the trainers to different locations. The Request for Proposal shall include a priced option for the projected relocation of the ARPTT from McChord AFB, WA to Wright-Patterson AFB, Oh in FY02. The RFP shall include priced options for relocation through the life of the contract. 4. The C-141 ARPTT are located at McChord AFB, McGuire AFB, Memphis ANG and Wright-Patterson AFB. 5. The contractor will be required to perform total logistics support of the Recompetition Support Package (RSP), which includes spares, support equipment and technical documentation, and maintain all items in a serviceable condition. 6. The proposed contract will be a firm fixed price contract using Source Selection procedures and will be written for one (1) basic year and nine (9) option years. The Service Contract Act will apply. This effort will begin about 1 October 2001. There will be an estimated ninety-day ramp-up period. This acquisition will be a successor contract to the current F42630-96-C-0472. 7. The Request for Proposal, along with all applicable attachments, will be posted on or about 15 Nov 2000. The proposed contract will be a firm fixed price contract using Source Selection procedures. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
