Description

FISC NORVA Det Phila intends to solicit for contractor support of the United States Marine Corps Lifelong Learning Program (MRV). The contractor shall provide non-personal services to support the following tasks: Assist in the development and Corps-wide implementation of Lifelong Learning Programs, policies, and procedures; Assume primary responsibility for coordinating the Distance Learning, Veteran's Education, Tuition Assistance (TA), Sailor Marine American Council on Education Transcript (SMART), Defense Activity for Non-Traditional Education Support (DANTES), library and Service Members Opportunity Colleges Marine Corps (SOCMAR) programs, and represent and communicate the interests of the Director Marine Corps Voluntary Education programs at select educational meetings, conferences, and functions. The contractor will also provide technical assistance to the Marine Corps installation education centers in the operation of the DANTES testing program, and provide professional guidance to military personnel, their family members and eligible civilians regarding educational opportunities. In addition, the contractor shall provide non-personal services to support the U. S. Marine Corps Counseling Program. This acquisition is set aside 100% for small business firms who qualify under SIC Code 7379 with a size standard of $18M. A firm fixed price type contract is anticipated. The contract will consist of a base year and 4 one year option periods. The solicitation will require the submission of technical proposals as well as a cost/price proposal. All responsible sources may submit a proposal, which shall be considered by FISC NORVA Det Phila.
