Description

The Program Support Center, Department of Health and Human Services (HHS), has a requirement to provide stand-by claims processing and associated services for the Office of Emergency Preparedness (OEP), HHS. The OEP is responsible for the National Disaster Medical System (NDMS), which has agreements with a system of hospitals that have agreed to provide medical services to military and civilian victims of disasters in return for predetermined levels of reimbursement. Currently there is no mechanism available to process claims for treatment should the NDMS hospital system be activated. The contractor will develop and maintain a medical claims processing and support system capable of processing claims related to national disasters/emergencies. Additionally the system will collect, compile and organize workload data and financial data and provide statistical and financial reports. Once the system is fully developed, it must be kept in a stand-by mode that is capable of receiving medical claims within 24 hours of activation and begin adjudicating medical claims within 10 days. Processing timeliness standards and records management requirements are equivalent to Medicare and the commercial third-party payer industry. In order to insure operational readiness of the total NDMS system, a full systems test will be required on an annual basis. The anticipated period of performance is for one year with four 12-month option periods. An October 25 release date is anticipated for the solicitation.
