Description
The Environmental Protection Agency intends to award a sole source Simplified Acquisition purchase order to Sustainable Buildings Industry Council 1331 H Street, NW Suite 1000 Washington, DC 20005. A series of three High Performance School Workshops, October 25-27, 2000, in three cities in California, will introduce key decision and policy makers to the value and viability of environmentally-friendly school design. The workshops will provide an overview of what sustainable schools are, a detailed discussion of why they are vital to students and faculty, a review of key barriers to procuring sustainable schools and how to overcome them, and a guide to all the resources needed to design and construct sustainable schools. The full scope of the event is described in an attached prospectus, The Sustainable Schoolhouse. Co-Sponsors: The workshops have strong support from SBIC members and key state and national organizations. SBIC will use the funding provided by EPA to develop two issue papers and case studies. The two topics that will be addressed are indoor environmental quality and energy efficiency. The papers, approximately 10 pages in length, will draw on EPA data and will reference EPA programs and resources, as well as any other applicable resources in the public or private sectors. SBIC will be responsible for collecting any EPA or other information that may be needed in the development of the issue papers. EPA will review the papers prior to publication and use in the workshops. SBIC will provide these papers to EPA in hard copy and electronic format; distribute them to schools workshops attendees; and make them available on the SBIC website with a link to the EPA websites (epa.gov/iaq and energystar.gov). EPA will have the right to distribute the issue papers in the public domain, and the information therein, in whole or in part, in any format that EPA deems appropriate. The papers shall not be copyrighted or limited for public use in any way. The goal of the issue papers and case studies is to educate workshop attendees, as well as a broader audience of school facility planners, architects, and engineers, about these two important elements of high performance school design and construction, and to provide a clear understanding of the value that such schools bring to health and learning of the students and staff, and protection of the environment, without significant cost or procurement problems.Any questions should be in writing and submitted no later than September 22, 2000, via E-mail or fax. An award will be made to the council listed above on or about September 29, 2000 if no inquiries are received that would necessitate a delay in award.
