Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The associated Standard Industrial Classification Code (SIC) for this procurement is 8299 and the small business size is $5.0 million annual receipts. The purchase includes on-site instruction at Brooks AFB, San Antonio, Texas in the following Microsoft courses: Updating Support Skills from NT4 to Windows 2000 (40-hour course); Active Director Services (24-hour course); Designing a Windows 2000 Upgrade Strategy (16-hour course); Supporting a Network Infrastructure Using Windows 2000 (40-hour course); and, Designing a Secure Windows 2000 Network (40-hour course). The above instruction must be taught by a certified Microsoft provider and a certified Microsoft trainer. Also, the course instructor(s) must use and provide Microsoft course materials to students. Finally, each student completing instruction must receive a Microsoft course completion certificate. Requirements are for performance at Brooks AFB, San Antonio, Texas beginning on or after 2 January 2001. Offerors shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial Items; and 52.212-4, Contract Terms and Conditions -- Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition, including subparagraphs 11, 12, 13, 14, 15, and 17.
