Description
Solicitation No. IFB-2000-025 (issued in the Commerce Business Daily on September 6, 2000) is hereby AMENDED as follows: The Presidio Trust, a Federal government corporation, is soliciting proposals from qualified firms to operate an innovative, state-of-the-art clean-fuel shuttle service within the Presidio of San Francisco. The Presidio is a National Park and National Historic Landmark spanning 1480 acres. As part of the Trust's mission to preserve the Presidio as a dynamic National Park, shuttle service for general use by Presidio residents, tenants and park visitors is planned to begin in February 2001. The contractor will procure, own, operate and maintain a dedicated fleet of five (5) or more advanced technology, clean-fuel, low emissions buses to Trust specifications. If required, contractors will provide and operate other buses in the interim, as approved by the Trust, until the clean-fuel buses are procured. Service is expected to include a 10-mile outer loop operating on 10 to 20 minute headway; a potential shorter inner loop; and possible options for other shuttle service. The Presidio Trust will work closely with the selected firm to plan and accommodate the needs of the Presidio. Minimum qualifications include: valid California Commercial Driver License (Class B with appropriate endorsements) as required by California DMV; certificate of insurance; performance bonding capability; and minimum of 2 years in operation. Contract term is 3 years plus option years. The Service Contract Act (U.S. Department of Labor Wage prevailing wage rates) applies. Proposals will be evaluated based on criteria set forth in the Request for Proposals (RFP), which may include but are not limited to: (a) Specialized experience on projects of similar scope; (b) Proposed price/fee; (c) Past performance including references; and (d) Proposed Project Approach (including the use of innovative ideas and technologies). DATES ARE TENTATIVE AND SUBJECT TO CHANGE. Qualified small businesses are encouraged to respond. The Trust strongly encourages contractors to utilize small businesses, SDBs, women-owned small businesses and minority business enterprises to the fullest extent consistent with efficient contract performance. The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
