- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference Request For Quotation No. W81R8T-0257-PW0E. This solicitation/synopsis incorporated provisions and clauses in effect through Federal Acquisition Circular 97-19. The RFQ Number is W81R8T-0257-PW0E, the SIC is 5039, (100), this is a 100% small-business set-aside under simplified acquisition procedures and the FSC is C129. Contract Line Number (CLIN) 0001 is: Furnish all Labor, Material, Transportation, Equipment and Supervision necessary to complete installation of approximately 1902 lineal feet chain link fence 8 foot high with 18 inches razor ribbon atop and gates. 38 lineal feet chain link fence 6 foot high with gate. The installation site is located off Poleline Road, Kofa Firing Range, for the Crusader Project at 4221Z. All work shall be completed within four weeks after receipt of notice to proceed. An organized Site Visit has been scheduled for September 20, 2000 at 8:00 A.M. Mountain Standard Time. Participants will meet at the Contracting Office, Room 8, Building 2100, Material Test Directorate, Yuma Proving Ground, Arizona. Drawings will be furnished at the Site Visit. Standard of Work/Standard of Quality: Furnish all Labor, Material, Transportation, Equipment and Supervision necessary to complete installation of approximately 1,902 lineal feet of chain link fencing 8 foot high above ground with 18 inches of razor ribbon atop for a total height of 9 feet 6 inches and 2 each 30 foot wide Rolling Gates and 3 each 5 foot wide personnel gates. Within the perimeter fencing, construct a 6 foot high X 12 foot square chain link fence with a 5 foot wide double swing gate for a 10 foot wide total opening. In addition, construct 400- lineal feet of 6 foot high chain link fencing around the storage compound with an 8 foot double swing gate for a 16 foot wide total opening. Site is located at buildings 3970 and 3971 at GP 4221Z, Poleline Road KFR, U.S. Army Yuma Proving Ground. The fence shall be constructed as per the drawings that will be available at the site visit. STANDARD OF QUALITY Fencing shall be of industrial manufacture, designed per the attached documentation. Perimeter fencing shall include approximately 1902 lineal feet of 9 gauge zinc coated chain link fence fabric with 2 inch mesh 8 feet above grade with 18 inches of razor ribbon atop, 2 each 30 foot wide single rolling gates and 3 each 5 foot wide walk through gates. All gates to have razor ribbon on top for a total height of 9 feet 6 inches. Extend every third line post, end, corner and gate post to accommodate barbwire and razor ribbon. Rolling gates shall have 2 foot wide by 2 foot deep reinforced concrete footing with a 2 inch X 2 inch X inch steel angle iron V-Grove Track embedded in the concrete for Power Wheels to travel on. Within the perimeter fence, Contractor shall construct a chain link fenced area 12 feet X 12 feet square 6 feet high with a 5 foot double swing gate for a total opening width of 10 feet. Location indicated on drawing. In addition, Contractor shall construct a chain link fenced area 100 feet X 100 feet square, 6 feet high with a 8 foot double swing gate for a total opening width of 16 feet around the storage compound adjacent to the perimeter fencing. Note that the 2 each 6 foot high fenced in areas do not require razor ribbon atop. Fence shall be braced and trussed as needed with 7 gauge tension wire top and bottom. Fabric to be fastened to line posts with tie wires spaced approximately 24 inches apart. Gate frames are to be galvanized tubular pipe with mortised corner joints for proper fit. Welds are to be continuous around pipe, cleaned and treated with zinc-rich paint. Fabric to be same as fence. Gates are to be complete with all hardware furnished. Swing Gates shall include industrial drop rod, catch, stops and center rest flush with ground and concrete poured around it. Concrete installed for fence post footings shall be poured above grade (mounded) approximately 2 inches at the post and sloped to grade at the outer edge of the post hole for proper water drainage. The work shall include all necessary hardware, nuts, bolts, screws, fasteners, tension bars, top and bottom tension wires, tie wires, etc., as required for complete installation. All fencing materials shall have factory applied zinc coatings for a durable, non-rusting and maintenance free installation. The Fencing and Gates, as constructed, shall suit the intended purpose and be completed in a professional manner in conformance with acceptable trade practices. Upon completion, all construction debris shall be cleaned up and removed from the site. Contractor shall complete all work within 4 weeks after receipt of notice to proceed. Contractor shall coordinate all work herein, in advance, with Pyramid Services, Inc. at phone 520-328-2119. Prior to any welding or torch cutting operations necessary, Contractor shall secure Hot Work Permit from YPG Fire Department by phoning 328-2316, and canceled at the end of the working day. Prior to digging any holes or making any excavations, the Contractor shall secure a copy of the required YPG Digging Permit from Pyramid Services, Inc., by phoning 328-2119. Contractor shall acquire identification badges prior to start of Work and report to Kofa Range Control at phone 328-7333 for a clearance number at the start of the day and phone in requesting cancellation at the end of the work day. Environmental Considerations: All products specified, furnished and installed herein shall be free of Ozone Depleting Components (ODC). The provisions at 52.212-1, Instructions of Offerors Commercial, applies to this acquisition. Offeror shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items, with offer. The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition without addenda.
